CITY OF WAUKEE, IOWA
CITY COUNCIL MEETING COMMUNICATION
MEETING DATE: October 7, 2024
AGENDA ITEM:Consideration of approval of a resolution supporting the referendum on
the issuance of not to exceed $35,000,000 General Obligation Bonds or
Capital Loan Notes for an Aquatic Center in Waukee
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: In 2010, a bond referendum was placed on a special
election for the construction of an aquatic center. While there was support, the vote failed to
reach the minimum 60% approval for it to pass. Since that time, the City has increased from a
population of 14,000 to an estimated 32,000 people today. For several years, the Mayor and City
Council Members have fielded questions and heard interest from many residents regarding the
construction of an aquatic center in Waukee.
In 2023, the City entered into a contract with Waters Edge to complete an aquatics feasibility
study and estimate of cost of construction. The feasibility study reviewed surrounding facilities,
need and demand as well as support for the construction of an aquatic center in Waukee. The
work was supported by an Aquatic Center committee who provided input and feedback
throughout the process. The study included a survey mechanism which had over 1,700 responses
with 82% of respondents supporting the development of a new aquatic center. The final report
was presented and approved by the City Council in August 2024.
