HomeMy WebLinkAbout2024-10-07 I09 Resolution of Support_Aquatic Center Bond ReferendumAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 7, 2024 AGENDA ITEM:Consideration of approval of a resolution supporting the referendum on the issuance of not to exceed $35,000,000 General Obligation Bonds or Capital Loan Notes for an Aquatic Center in Waukee FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: In 2010, a bond referendum was placed on a special election for the construction of an aquatic center. While there was support, the vote failed to reach the minimum 60% approval for it to pass. Since that time, the City has increased from a population of 14,000 to an estimated 32,000 people today. For several years, the Mayor and City Council Members have fielded questions and heard interest from many residents regarding the construction of an aquatic center in Waukee. In 2023, the City entered into a contract with Waters Edge to complete an aquatics feasibility study and estimate of cost of construction. The feasibility study reviewed surrounding facilities, need and demand as well as support for the construction of an aquatic center in Waukee. The work was supported by an Aquatic Center committee who provided input and feedback throughout the process. The study included a survey mechanism which had over 1,700 responses with 82% of respondents supporting the development of a new aquatic center. The final report was presented and approved by the City Council in August 2024. Proposed resolution PREPARED BY:Brad Deets, City Administrator REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: I9 THE CITY OF WAUKEE, IOWA RESOLUTION 2024- SUPPORTING THE BOND REFERENDUM TO CONSTRUCT AN AQUATIC CENTER IN THE CITY OF WAUKEE, IOWA IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City of Waukee is committed to promoting the health, well-being, and quality of life for all its residents, including providing recreational opportunities that contribute to the social and physical development of individuals and families; AND, WHEREAS, the City of Waukee has completed and accepted an Aquatic Center Feasibility Study which included the completion of a comprehensive survey of the citizens as well as several public input sessions for the public with the results showing strong community support for the construction of an aquatic center that would include features such as a leisure/kids pool, splash pad, lazy river, lap pool, dive pool, water slides and other recreational and instructional amenities; AND, WHEREAS, the development of an aquatic center will promote the development of lifelong skills such as swimming, diving and water safety, reduce barriers to recreation for all ages and provide additional fitness and leisure opportunities for residents; AND, WHEREAS, the City Council has evaluated the financial impacts of issuing bonds for the project, including an anticipated tax increase and believes the benefits of this project outweigh the costs, and the aquatic center will provide lasting value to the community for generations to come. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that it supports the November 5, 2024, ballot measure to issue its General Obligation Bonds or Capital Loan Notes in an amount of not exceeding $35,000,000 for the purpose of acquisition, improvement and equipping of a new aquatic center including parking lot and related site improvements.
