HomeMy WebLinkAbout2024-10-21 G05 Commonwealth Place Rezoning_PH AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 21, 2024 AGENDA ITEM: Public hearing on an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 (Agricultural District) to R-4 (Row Dwelling and Townhome Dwelling District) and C-1 (Community and Highway Service Commercial District) [Commonwealth Place] FORMAT: Public Hearing SYNOPSIS INCLUDING PRO & CON: The owner is Springcrest Townhomes Waukee 2, LLC and the applicant is Commonwealth Place, LLC. The property is located south of Hickman Road and west of 11th Street, containing approximately 20.39-acres. The applicant is requesting to rezone 18.26-acres from A-1 to R-4 and 2.13-acres from A-1 to C- 1. Notification of the rezoning request was sent out on September 27, 2024. The rezoning sign was placed on the property by the required deadline. Staff has not received any correspondence for or against the request. The concept plan identifies 117 total detached townhome units on individual lots and an area on the north side of future Maple Street for commercial. The required amount of parkland is 1.71-acres based on the number of residential units shown on the concept plan. The applicant intends to satisfy the parkland dedication requirement with a fee in lieu of land dedication. A future neighborhood park, Spring Crest Park will be located nearby, to the south. The Comprehensive Plan classifies this area as Medium Density Residential and Mixed Use. The proposed rezoning is consistent with the land uses identified in the Comprehensive Plan. Staff recommends approval of the rezoning for Commonwealth Place. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the rezoning request on October 8, 2024, and recommended approval: Approval of a Rezoning related to a change from A-1 (Agricultural District) to R-4 (Row Dwelling and Townhome Dwelling District) and C-1 (Community and Highway Service Commercial District). [Commonwealth Place] G5 Melissa DeBoer, Planning Coordinator, introduced the request for approval of a rezoning for a townhome residential development and commercial development, as requested by Commonwealth Place, LLC, represented by Josh Trygstad of Civil Design Advantage. The property is generally located south of Hickman Road and west of 11th Street, containing approximately 20.39-acres. The applicant requests to rezone most of the property, 18.26-acres, from A1 to R-4 and the remainder of the property, 2.13-acres, from A-1 to C-1 to align with the future alignment of Maple Street. Notification to adjacent property owners was mailed on September 27, 2024. The rezoning sign was placed on the property by the deadline of October 1, 2024. The subject property is classified as Medium Density Residential and Mixed Use in the Imagine Waukee 2040: Comprehensive Plan, which is defined as a variety of attached side by side townhome/rowhome products or small lot, detached housing products with densities ranging from 4 to 12 units per acre. The proposed density of the R-4 portion of the project would be approximately 6.40 units per acre. Mixed Use is defined as including a mixture of office, retail, or residential uses. The C-1 portion will be able to provide for office or retail uses. The proposed zoning districts are consistent with neighboring properties. The proposed zoning is generally consistent with the land uses identified in the Comprehensive Plan. Staff recommends approval of the rezoning for Commonwealth Place. Discussion as follows: • General discussion of the commercial portion of the development and potential building sizes; this area is larger than some recently approved plans for fast food businesses, remains to be platted in the future Motion by Commissioner Koelker for approval of a rezoning change from A-1 (Agricultural District) to R-4 (Row Dwelling and Townhome Dwelling District) and C-1 (Community and Highway Service Commercial District) [Commonwealth Place], seconded by Commissioner Broderick.
