[University Avenue Extension Project] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The project includes reconstruction and realignment of approximately 3,600 linear feet of 6th Street south of Gray Avenue, including a relocated intersection with University Avenue and bridge over the future Civic Campus lake. The project also includes 700 linear feet of 10th Street north of University Avenue to be constructed, as well as 6,100 linear feet of asphalt overlay on 310th Street and U Avenue/11th Street. A total of six (6) pedestrian underpasses are anticipated to be included within the project as a whole. The project includes water quantity and water quality improvements near the improved roadways. A stream restoration is planned to be included from S Warrior Lane south to the Sugar Creek Golf Course, and a stormwater management and recreation lake is planned for the Civic Campus property. The lake will provide water quantity and quality improvements for the watershed and will also serve as a borrow location for earthen material needed to construct the adjacent roadways. Improvements will be made to Warrior Park. The existing neighborhood park will be expanded along with the replacement of existing amenities. Master planning of new park amenities as well as implementation of those amenities in coordination with the roadway construction is anticipated. The project is anticipated to be constructed in up to nine bid packages. For the purposes of the scope of services, all bid packages are assumed to be local letting with no outside funding administration. 1. University Avenue Aesthetics SCOPE OF SERVICES Tasks for the Scope of Services are revised as follows: I. Basic Services of the Consultant 1. Project Management A. Progress Meetings and Progress Reporting shall be extended through the design phases of the project as amended in the following Schedule section. 2. Location Study and Corridor Planning A. Location Study to include University Avenue being constructed south of existing water tower B. Location Study to include Civic Campus Lake C. Location Study to include grade separated pedestrian underpasses at 6th Street and 10th Street D. Location Study to include grade separated pedestrian underpass of S Warrior Lane crossing at 1230 S Warrior Lane (winery parcel) instead of through Brandon’s Reserve development. Study through Brandon’s Reserve development was previously completed with the preliminary design of Warrior Lane (under separate agreement). 3. Surveys and Mapping A. Additional topographic and boundary survey of the scope items included in this revised scope of services. B. Additional topographic and boundary survey for areas where development has occurred since project initiation, including developments along University Avenue west of Waukee Public Works Building and within Brandon’s Reserve neighborhood. C. Topographic survey of the existing Waukee Public Works Building site to accommodate the addition of a cold storage building. D. Staking of locations required for City of Waukee Gas and Fiber Optic utility lines as needed for relocations associated with bid packages outlined in the project description section. E. Additional permanent acquisition plats 1) University Avenue/10th Street Intersection 2) 3rd Street Water Tower 3) 1070 1st Place 4. Right-of-Way Acquisition Services A. Right-of-way acquisition services shall be removed from the scope of services and shall be provided by others. 5. Traffic Studies and Traffic Engineering A. Consultant shall complete grant preparation assistance for FY 22 and FY 23 Community Funded Project/Member Directed Funding Grant applications. B. Consultant shall complete grant preparation for FY 23, FY 24, FY 25 RAISE Grant applications. 7. Conceptual Plan Development A. Consultant will prepare additional conceptual plans for the following: 3600’ of 6th Street south of Gray Avenue, 600’ of 10th Street south and 900’ north of University Avenue, S Warrior Lane between University Avenue and Broderick Drive, Warrior Park, Civic Campus Lake, 6th Street bridge over civic campus lake. 8. Preliminary Design and Plans A. Consultant will prepare additional Preliminary Designs and plans for the following improvements. 1) 700’ of S Warrior Lane south of University Avenue 2) 3600’ of 6th Street south of Gray Avenue including type, size, and location plan for bridge over civic campus lake. The bridge is anticipated to be approximately 3 spans, 250’ long in total. 3) 600’ of 10th Street south and 900’ north of University Avenue 4) 6100’ of HMA Overlay on 310th Street and U Avenue/11th Street 5) Civic Campus Lake 6) Stream Restoration – S Warrior Lane to Golf Course 7) Waukee Middle School Parking Lot Improvements 8) Grade separated underpasses at 6th Street and 10th Street B. Preliminary plans for the bid packages outlined in the project description section shall include the plan sheets as shown in the original scope of services. C. Preliminary design for the Civic Campus Lake and Stream Restoration shall include: 1) The Consultant shall prepare plans and specifications for a 20-25 acre Civic Campus Lake, shoreline stabilization, outlet works, drawdown structures, irrigation system, and associated utility improvements located west of 6th Street. The proposed road embankment is anticipated to be utilized as the dam. Excavation in the lake footprint will be utilized as fill material for the proposed roadway project. 2) The Consultant shall prepare plans and specifications for restoration/stabilization of approximately 3300 linear feet of stream. a. A stream assessment will be completed including surveying of typical riffle and pool cross sections, stream longitudinal profile, stream pavement and bar sampling/sieve analysis, and stream classification to inform the stream restoration design. b. Stream assessment information will be used to develop a HEC-RAS software model to inform design considerations. c. Model will also be used to verify that stream base flood elevation rise will be limited to city property and not increase flood hazards to proposed amenities and existing Page 4 of 9 Project 4203290 | August 25, 2024 infrastructure. Documentation of the final model will be provided to the City and the DNR as required. d. Design will utilize the Iowa River Restoration Toolbox to evaluate restoration goals and strategies for implementation and incorporation into project plans and specifications. 9. Park Master Plan and Preliminary Design of Site Improvements A. Consultant will prepare additional master plan and preliminary design of site improvements for Warrior Park. The existing park is anticipated to be renovated and expanded south to University Avenue, east to the extension of 3rd Street, and west to Waukee Cemetery. 1) Warrior Park master plan and preliminary design tasks and deliverables shall include items shown in the original scope of services for park master plan and preliminary design. 10. Subsurface Exploration A. Additional subsurface exploration required for the improvements in the revised scope of services. B. The additional exploration includes: 25 soil borings 15 to 50 feet deep (6 lake/borrow, 3 sewer realignment, 10 embankment/dam, 6 pedestrian underpass/bridge) 11. Utility Coordination A. Additional utility coordination required due to the expanded scope of services included herein. B. Coordination and development of routing for temporary MidAmerican Energy electric facilities connecting south of planned improvements at University Avenue/10th Street intersection. 12. Final Plans and Specifications A. Consultant will prepare additional Final Plans and Specifications for the following improvements. 1) 700’ of S Warrior Lane south of University Avenue 2) 3600’ of 6th Street south of Gray Avenue and bridge over the civic campus lake. 3) 600’ of 10th Street south and 900’ north of University Avenue 4) 6100’ of HMA Overlay on 310th Street and U Avenue/11th Street 5) Civic Campus Lake 6) Stream Restoration – S Warrior Lane to Golf Course 7) Waukee Middle School Parking Lot Improvements 8) Grade separated pedestrian underpasses at 6th Street and 10th Street B. Final Plans and Specifications for the bid packages outlined in the project description section shall include the plans sheets as shown in the original scope of services. Page 5 of 9 Project 4203290 | August 25, 2024 13. City Site Plan Approval Documents A. Consultant will prepare additional city site plan approval documents for improvements to Warrior Park. The existing park is anticipated to be renovated and expanded south to University Avenue, east to the extension of 3rd Street, and west to Waukee Cemetery. 1) City site plan approval documents shall include items shown in the original scope of services. 14. Final Plans and Specifications for Site Improvements A. Consultant will prepare final plans and specifications for site improvements for Warrior Park. The existing park is anticipated to be renovated and expanded south to University Avenue, east to the extension of 3rd Street, and west to Waukee Cemetery. 1) Final plans and specifications for site improvements shall include items shown in the original scope of services. 2) In addition, final design shall include coordination and selection of pre- fabricated or pre-engineered shelters, coordination and selection of playground components, and recreational trail routing. Aquatic or wet play components are not included. 15. Permitting A. Consultant shall prepare Joint Permit Application and submit documentation to apply for Nationwide #14 US Army Corps of Engineers Section 404 permit for the three (3) roadway culvert crossings at University Avenue/10th Street, University Avenue/1200’ west of S Warrior Lane, and S Warrior Lane/500’ north of University Avenue. B. Consultant shall prepare Joint Permit Application and submit documentation to apply for Regional General Permit #40 US Army Corps of Engineers Section 404 permit for stream restoration/stabilization work between S Warrior Lane and Sugar Creek Golf Course. 1) This Joint Permit Application will also include coordination and application for: a. Iowa DNR Floodplain Permit i. We have assumed Iowa DNR will allow a rise in the base flood elevation within City property and flowage easements. b. Iowa DNR Section 401 Water Quality Certification C. Consultant shall prepare Joint Permit Application and submit documentation to apply for individual US Army Corps of Engineers Section 404 permit for the Civic Campus lake portion of the project. 1) This Joint Permit Application will also include coordination and application for: a. Iowa DNR Dam Safety Permit, including dam breach analysis to define hazard classification for the proposed dam structure b. Iowa DNR Water Storage Permit c. Iowa DNR Floodplain Permit d. Iowa DNR Section 401 Water Quality Certification D. Phase 1 Cultural Resources Survey shall be completed (by Subconsultant) E. Phase 1 Environmental Site Assessment shall be completed for project area Page 6 of 9 Project 4203290 | August 25, 2024 F. Threatened and Endangered Species Review shall be conducted for project area G. Wetland and Waters of the United States (WUS) surveys shall be expanded to include the additional scope of services contained herein. H. After permit application submittals, Consultant will: 1) Contact USACE to determine if any additional submittals are required 2) Complete any additional environmental submittals and studies as required. Additional investigations beyond those listed in the scope of services will be considered an Additional Service. 3) Submit any final design materials and maintain regular contact with USACE until permit decision is obtained. 16. Bidding A. Consultant shall develop quoting documents for City’s use in soliciting competitive quotations for fabrication and installation of community marker signage at Warrior Lane Phase 1 roundabout and Warrior Lane Phase 2 roadway median. 17. Public Outreach A. Consultant shall develop educational watershed displays highlighting watersheds and stormwater treatment practices within Waukee. II. Construction Services 1. Construction Administration A. Construction administration services shall be provided for additional improvements contained in this scope of services. Construction administration services are assumed to be provided according to the schedule included below. Original, facsimile, electronic signatures or other electronic acceptance by the parties (and returned to Shive-Hattery) are deemed acceptable for binding the parties to the Amendment.
