AGENDA ITEM: Consideration of approval of resolution approving a final plat for Spring
Meadows Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for
Spring Meadows Plat 2, located south of Hickman Road and east of 20th
Street, containing 9.80-acres. The property is zoned R-2, One and Two Family
Residential District and R-2, One and Two Family Residential District with a
Planned Development Overlay.
The plat includes a total of 36 lots for single-family development. The lots
range in size from 8,764 to 11,238 square feet. All proposed lots meet or
exceed the minimum requirements of the R-2 and R-2/PD-1 zoning districts.
Extensions of 17th Street, Locust Street and Cedar Street are included with this
plat. Public utilities will service all proposed lots.
Parkland dedication requirements will be met with future phases of Spring
Meadows.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on September 24, 2024, and
recommended approval:
Approval of a Final Plat for Spring Meadows Plat 2
Melissa DeBoer, Planning Coordinator, introduced the request for a final plat for a single-family
residential subdivision, as requested by Waukee Partnership, LLC, represented by Josh Trygstad of
Civil Design Advantage.
The property is generally located south of Hickman Road and east of 20th Street, containing
approximately 9.80-acres, within the Spring Meadows neighborhood. The final plat indicates a total of
36 lots for single-family residential development. Lots 21-36 are zoned R-2 and lots 1-20 are zoned
R-2/PD-1. All lots meet or exceed the minimum requirement of the R-2 and R-2/PD-1 zoning
districts. The lots zoned R-2/PD-1 are subject to the following requirements of the planned
development: minimum two car garage; minimum of 1,100 square feet for a single-story home and
1,400 square feet for a two-story home, adjacent lots cannot share the same building elevation; and
minimum of 25% stone, brick or stucco on the front of the home facing the public street.
The plat includes extensions of existing streets: 17th Street, Locust Street, and Cedar Street. A 10-
foot-wide trail will be provided along the west side of 17th Street. Five-foot-wide sidewalks will be
provided along all other sides of all streets with individual lot developments. Each lot will be served

with public utilities. All proposed easements have been indicated on the final plat. Landscape buffer
easements have been indicated along the lots abutting 17th Street.
The preliminary plat for the overall concept of Spring Meadows identified three outlots to be dedicated
to the City of Waukee for parkland dedication. The outlots total 11.22-acres in area. Parkland
identified as Outlots T and Z will be a future city park and Outlot W will be trail from 20th Street
through Spring Meadows and connect with the Autumn Valley neighborhood to the southeast. The
amount of parkland dedication required to satisfy this plat is 0.70-acres. Plat 2 does not have any
parkland within its boundaries.
All proposed lots meet the minimum requirements of the Zoning Ordinance, the final plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent
with the Comprehensive Plan. Staff recommends approval of the final plat for Spring Meadows Plat 2
subject to remaining staff comments and review of legal documents.
Discussion as follows: None
Motion by Commissioner Koelker for approval of a final plat for Spring Meadows Plat 2, seconded by
Commissioner Lohse. Ayes: Broderick, Koelker, Beenken, Lohse, and Bankole. Nays: None.
Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Spring
Meadows Plat 2 subject to remaining staff comments and review of the legal
documents.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR SPRING MEADOWS PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, WAUKEE PARTNERSHIP, LLC, has requested final plat approval of Spring Meadows
Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 24, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Spring Meadows Plat 2 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
4th day of November, 2024, that the Final Plat for Spring Meadows Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B and C);
2. Public Utility Easement;
3. Public Sanitary Sewer Easement;
4. Public Storm Sewer Easement;
5. Public Overland Flowage Easement;
6. Landscape Buffer Easement;
7. Public Water Main Easement;
8. Public Sanitary Sewer Easement;
9. Public Storm Sewer Easement; and
10. Public Water Main Easement.

HISTORY
The subject property is located south of Hickman Road and east of 20th Street within the Spring Meadows
neighborhood.
PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 36 lots for single-family residential development. Lots 21-36 are zoned R-2 and lots 1-20
are zoned R-2/PD-1. The R-2 lots range in size from 8,764 square feet to 11,238 square feet. The R-2/PD-1 lots range in
size from 7,141 square feet to 10,768 square feet. All lots meet or exceed the minimum requirements of the R-2 and R-
2/PD-1 zoning districts.
Table 1 below summarizes the minimum requirements for the lots within the plat.

The lots zoned R-2/PD-1 are subject to the following requirements of the Planned Development when they are
developed:
• Minimum two car garage;
