HomeMy WebLinkAbout2024-11-04 I08 Spring Meadows Plat 3_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 4, 2024 AGENDA ITEM: Consideration of approval of resolution approving a final plat for Spring Meadows Plat 3 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for Spring Meadows Plat 3, located south of Hickman Road and east of 20th Street, containing 0.91-acres. The property is zoned R-2, One and Two Family Residential District. The plat includes a total of 3 lots for single-family development. The lots range in size from 8,773 to 11,576 square feet. All proposed lots meet or exceed the minimum requirements of the R-2 zoning district. Extensions of Lilac and Cedar Street are included with this plat. Public utilities will service all proposed lots. Parkland dedication requirements will be met with future phases of Spring Meadows. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the final plat at their meeting on September 24, 2024, and recommended approval: Approval of a Final Plat for Spring Meadows Plat 3 Melissa DeBoer, Planning Coordinator, introduced the request for a final plat for a single-family residential subdivision, as requested by Waukee Partnership, LLC, represented by Josh Trygstad, of Civil Design Advantage. The property is generally located south of Hickman Road and east of 20th Street, containing approximately 0.91-acres, within the Spring Meadows neighborhood. The final plat indicates a total of (3) three lots for single-family residential development. The lots range in size from 8,773 square feet to 11,576 square feet. All lots meet or exceed the minimum requirements of the R-2 zoning district. The plat includes extensions of existing streets: Lilac Street and Cedar Street. Five-foot-wide sidewalks will be provided along sides of all streets with individual lot development. Each lot will be served with public utilities. All proposed easements have been indicated on the final plat. The preliminary plat for the overall concept of Spring Meadows identifies three outlots to be dedicated to the City of Waukee for parkland dedication. The outlots total 11.22-acres in area. Parkland identified as Outlots T and Z will be a future city park and Outlot W will be trail from 20th Street through Spring Meadows and connect with the Autumn Valley neighborhood to the southeast. The amount of parkland dedication required to satisfy this plat is 0.06-acres. Plat 3 does not have any parkland within its boundaries. I8 All proposed lots meet the minimum requirements of the Zoning Ordinance, the final plat is in general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the final plat for Spring Meadows Plat 3 subject to remaining staff comments and review of legal documents. Discussion as follows: None Motion by Commissioner Lohse for approval of a final Plat for Spring Meadows Plat 3, seconded by Commissioner Broderick. Ayes: Broderick, Koelker, Beenken, Lohse, and Bankole. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Spring Meadows Plat 3 subject to remaining staff comments and review of the legal documents. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 4th day of November, 2024, that the Final Plat for Spring Meadows Plat 3 be and the same is hereby accepted and approved by the City Council of the City of Waukee. BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and documents to be filed with the Plat: 1. Warranty Deed (Street Lot A); 2. Public Utility Easement; 3.
