AGENDA ITEM: Consideration of approval of resolution approving a final plat for Parkside
Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for
Parkside Plat 1, located north of NW Douglas Parkway and east of NW 10th
Street, containing 22.50-acres. The property is zoned R-2, One and Two
Family Residential District.
The plat includes a total of 52 lots for single-family development. The lots
range in size from 9,450 to 15,128 square feet. All proposed lots meet or
exceed the minimum requirements of the R-2 zoning district.
Extensions of several new streets are included with this plat. Public utilities
will service all proposed lots.
Parkland dedication requirements will be met with the dedication of Outlot Y
as well as with future phases of the overall Parkside development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on September 24, 2024, and
recommended approval:
Approval of a Final Plat for Parkside Plat 1
Melissa DeBoer, Planning Coordinator, introduced the request for a final plat for a single-family
residential subdivision, as requested by Parkside Waukee, LLC, represented by Jared Murray of Civil
Design Advantage.
The subject property is located north of NW Douglas Parkway and east of NW 10th Street. The
property was rezoned in 2021 from A-1, Agricultural District, to R-2-, One- and Two-Family
Residential District, as part of a larger rezoning for the overall Parkside development.
The final plat identifies 52 lots that are intended for single-family residential development. The lots
range in size from 9,450 square feet to 15,128 square feet in area. All lots meet the minimum R-2
district requirement of 65-feet in width. The final plat also includes two outlots. Outlot Z is for
stormwater detention and Outlot Y is for parkland to be dedicated to the City of Waukee.
The final plat includes several new streets. Two accesses will be provided into the development from
NW 10th Street. A 10-foot-wide trail will be provided along the east side of NW 10th Street with future
improvements. All other streets will include 5-foot-wide sidewalks, which will be constructed with
each lot at the same time of individual lot development. Each lot will be served with public utilities

and all proposed easements have been indicated on the final plat. Parkland dedication will be satisfied
with Outlot Y as well as with future phases of the overall Parkside development.
All proposed lots meet the minimum requirements of the Zoning Ordinance, the final plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent
with the Comprehensive Plan. Staff recommends approval of the final plat for Parkside Plat 1, subject
to remaining staff comments and review of legal documents.
Discussion as follows:
• General discussion of the master plan for the overall area; traffic patterns and open space
Motion by Commissioner Koelker for approval of a final Plat for Parkside Plat 1, seconded by
Commissioner Lohse. Ayes: Broderick, Koelker, Beenken, Lohse, and Bankole. Nays: None.
Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Parkside Plat
1 subject to remaining staff comments and review of the legal documents.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR PARKSIDE PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Parkside Waukee, LLC, has requested final plat approval of Parkside Plat 1 (the “Plat”);
AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 24, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Parkside Plat 1 and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
4th day of November, 2024, that the Final Plat for Parkside Plat 1 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B, C, D and Outlot Y);
2. Public Overland Flowage Easement;
3. Public Utility Easement;
4. Public Sanitary Sewer Easement;
5. Public Utility Easement;
6. Public Landscape Buffer Easement;
7. Public Storm Sewer Easement;
8. Public Sanitary Sewer Easement;
9. Public Snow Storage Easement;
10. Public Water Main Easement;
11. Public Storm Sewer Easement;
12. Private Sign Easement; and
13. Storm Water Management Facility Maintenance Covenant and Permanent Easement
Agreement.

HISTORY
The subject property is located north of NW Douglas Parkway and east of NW 10th Street. The property was rezoned
in 2021 from A-1, Agricultural District, to R-2, One and Two Family Residential District, as part of a larger rezoning for
the overall Parkside development.
