The property is 5.15-acres in area and was acquired as part of the Spring Crest development. The proposed park is intended to be a neighborhood park. A Neighborhood Park is typically 5 to 10 acres in area and serves an area up to one-half mile. The plans for Spring Crest Park identify play structures, trails, and a temporary restroom. This park will include future phases which are planned to include parking, additional trails, and a permanent restroom building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on October 22, 2024, and recommended approval: Approval of a Site Plan for Spring Crest Park (1195 Spruce Street) Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for Spring Crest Park. The property is located west of 11th Street and south of Spruce Street. The property is 5.15-acres in area and was acquired as part of the Spring Crest development. The proposed park is intended to be a neighborhood park, which is typically 5 to 10 acres in area and serves an area up to one-half mile. The plans for Spring Crest Park identify play structures, trails and a temporary restroom. This park will include future phases which are planned to include parking, additional trails, and a permanent restroom building. Staff recommends approval of the site plan for Spring Crest Park. Discussion as follows: • General discussion of parking areas; Andy Kass confirmed that parking is not part of Phase 1, only trail access for emergency vehicles if needed • Discussion of the timeline for additional phases; Andy Kass estimated sometime within the next 18 months, depending on interest rates and demand for lots Motion by Commissioner Tessau for approval of a site plan for Spring Crest Park, seconded by Commissioner Lohse. Ayes: Broderick, Beenken, Tessau, Lohse and Bankole. Nays: None. Motion carried.
