AGENDA ITEM: Consideration of approval of resolution approving a final plat for Indi Run
Plat 7
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for Indi
Run Plat 7, located north of Hickman Road and east of NW 2nd Street,
containing 4.83-acres. The property is zoned R-2, One and Two Family
Residential District.
The plat includes a total of 6 lots for duplex residential development and 2 lots
for single family residential development. All proposed lots meet the
minimum requirements of the R-2 zoning district.
The final plat also includes one outlot for stormwater detention. This outlot
will be owned and maintained by the homeowner’s association.
All lots will be served with public utilities. Parkland dedication is being
provided with other plats of Indi Run. Plat 7 does not include any parkland
dedication.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on November 12, 2024, and
recommended approval:

Andy Kass, Community Development Director, introduced the request for approval of a final plat for a
one and two-family residential subdivision, as requested by Indi Run West, LLC, represented by Doug
Mandernach of Civil Design Advantage.
The property is generally located north of Hickman Road and east of NW 2nd Street, containing
approximately 4.83 acres. The developer rezoned the property in early 2022 and a preliminary plat
was also reviewed and approved in 2022.
The final plat indicates a total of six lots for duplex residential development and two lots for single
family residential development. All lots are zoned R-2 and meet the minimum requirements of the R-2
zoning district. The duplex lots range in size from 7,140 square feet to 8,401 square feet. The single-
family lots are each approximately 13,000 square feet in area. The final plat also includes one outlot.
Outlot V is for stormwater detention to be owned and maintained by the homeowner’s association.
This plat includes a new street, NW Labrador Dr. A small extension of NW Prairie Rose Lane is also
included.

Utilities will be extended to provide service to each lot. Storm water detention will be accommodated
with a detention basin located within Outlot V at the east side of the plat. The outlot will be owned
and maintained by a homeowner’s association. This plat does not include any parkland dedication, as
parkland is being provided with other plats of Indi Run.
Staff recommends approval of the final plat for Indi Run Plat 7 subject to remaining staff comments,
review of legal documents, and completion of public improvements.
Discussion as follows:
• General discussion verifying this is not the final plat for this area, due to NW Sunrise Drive
still being constructed
Motion by Commissioner Koelker for approval of a Final Plat for Indi Run Plat 7, seconded by
Commissioner Bankole. Ayes: Broderick, Koelker, Streit, Lohse, and Bankole. Recusal: Lohse.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR INDI RUN PLAT 7
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, INDI RUN WEST, LLC, has requested final plat approval of Indi Run Plat 7 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 12, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Indi Run Plat 7 and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of November, 2024, that the Final Plat for Indi Run Plat 7 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Public Utility Easement;
3. Public Sanitary Sewer Easement;
4. Public Storm Sewer Easement;
5. Public Overland Flowage Easement;
6. Storm Water Management Facility Maintenance Covenant and Permanent Easement Agreement;
7. Amendment to Storm Water Management Facility Maintenance Covenant and Permanent Easement
Agreement.
