AGENDA ITEM: Consideration of approval of resolution approving a final plat for KeeTown
Loop Plat 5
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for
KeeTown Loop Plat 5, located north of Ashworth Road and west of Grand
Prairie Parkway, containing 4.70-acres. The property is zoned K-RR/PD-1,
Kettlestone Retail Regional District with a Planned Development Overlay.
The plat includes a total of 3 lots to be platted for commercial development.
All proposed lots meet the minimum requirements of the K-RR district.
There are no public improvements associated with the plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat at their meeting on August 27, 2024, and
recommended approval:
Approval of a Final Plat for KeeTown Loop Plat 5
Melissa DeBoer, Planning Coordinator, introduced the request for approval of final plat for a
commercial subdivision, as requested by The Quarter at Waukee, LLC, represented by Keven
Crawford, of Cooper-Crawford & Associates.
The property is generally located north of Ashworth Road and west of Grand Prairie Parkway,
containing approximately 4.70-acres. The subject property was platted and a site plan for the music
venue and hotel located adjacent to the subject property was approved in 2022. A site plan for the
subject property was approved in 2023 to provide additional parking for the KeeTown Loop
Development along the north side of the site. The applicant has requested to replat this area to create
three separate lots.
The final plat identifies three (3) lots to be platted. All proposed lots meet the minimum requirements
of the K-RR district. There are no public improvements associated with the plat. All proposed
easements have been indicated on the plat.
The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land
use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the final
plat for KeeTown Loop Plat 5 subject to remaining staff comments and review of legal documents.

Motion by Commissioner Lohse for approval of final plat for KeeTown Loop Plat 5, seconded by
Commissioner Tessau. Ayes: Koelker, Beenken, Lohse, Tessau, and Bankole. Nays: None. Motion
carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for KeeTown
Loop Plat 5 subject to remaining staff comments and review of the legal
documents.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR KEETOWN LOOP PLAT 5
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, THE QUARTER AT WAUKEE, LLC, KTL VENUE, LLC, AND WAUKEE HOTEL,
LLC has requested final plat approval of KeeTown Loop Plat 5 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on August 27, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for KeeTown Loop Plat 5 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of November, 2024, that the Final Plat for KeeTown Loop Plat 5 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
