plat for KeeTown Loop Plat 6
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and final plat for KeeTown Loop Plat 6, located north of Ashworth Road and
west of Grand Prairie Parkway, containing 5.28-acres. The property is zoned
K-RC/PD-1, Kettlestone Retail Community District with a Planned
Development Overlay.
The plat includes a total of 2 lots to be platted for commercial development.
Both lots meet the minimum requirements of the K-RC zoning district and the
approved Planned Development.
There are no public improvements associated with the plat. Public utilities are
available in the area for future connections at time of site development.
Stormwater detention will be provided within an existing pond located to the
south.
All proposed easements have been indicated on the preliminary plat and final
plat. A landscape buffer easement is provided along the west side of the
property, adjacent to the single-family lots to the west.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat and final plat at their meeting on
November 12, 2024, and recommended approval:
Approval of a Preliminary Plat and Final Plat for KeeTown Loop Plat 6
Andy Kass, Community Development Director, introduced the request for approval of preliminary plat
and a final plat for a commercial development, as requested by The Quarter at Waukee, LLC,
represented by Keven Crawford of Cooper Crawford & Associates.
The property is generally located north of Ashworth Road and west of Grand Prairie Parkway,
containing approximately 5.28-acres.
The subject property was recently rezoned to be included within the planned development overlay
district for the KeeTown Loop Development. The planned development includes specifics to this site
related to building height, building area, and floor-area-ratio (FAR). A hotel is planned for this site
with a maximum height of five stories.

Motion by Commissioner Streit for approval of a Preliminary Plat for KeeTown Loop Plat 6, seconded
by Commissioner Koelker. Ayes: Koelker, Streit, Lohse, and Bankole. Recusal: Broderick. Nays:
None. Motion carried.
Motion by Commissioner Koelker for approval of a Final Plat for KeeTown Loop Plat 6, seconded by
Commissioner Lohse. Ayes: Koelker, Streit, Lohse, and Bankole. Recusal: Broderick. Nays: None.
Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat and final
plat for KeeTown Loop Plat 6 subject to remaining staff comments and review
of the legal documents.
RECOMMENDATION: Approve the resolution.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for KeeTown Loop Plat 6 on November 12, 2024; AND,
WHEREAS, the Preliminary Plat for KeeTown Loop Plat 6 is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 18th day of November, 2024 that the Preliminary Plat for KeeTown Loop Plat 6 be
approved subject to remaining staff comments.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, THE QUARTER AT WAUKEE, LLC, has requested final plat approval of KeeTown
Loop Plat 6 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 12, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for KeeTown Loop Plat 6 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of November, 2024, that the Final Plat for KeeTown Loop Plat 6 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept a Public Utility
Easement to be filed with the Plat.
