AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 18, 2024 AGENDA ITEM:Consideration of approval of a resolution certifying the 2024 Special Federal Census for the City of Waukee to the Iowa Secretary of State and the Treasurer of the State of Iowa FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The Census Bureau completed a full Special Census for the City of Waukee during 2024. The report provided by the U.S. Census Bureau shows an increase in population within the City of Waukee to a total of 31,823 residents. Following the 2020 Census, Waukee’s population was 23,940. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:The new population increase will provide approximately $1.1 million of additional road use tax revenue annually from 2025 to 2030. This also officially makes Waukee the 16th largest City in the State of Iowa. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff would recommend approval of certifying the Special Census. RECOMMENDATION: Approve the Resolution ATTACHMENTS: I. Census Bureau Information PREPARED BY:City Administrator Brad Deets I10 THE CITY OF WAUKEE, IOWA RESOLUTION 2024- RESOLUTION CERTIFYING THE 2024 SPECIAL FEDERAL CENSUS FOR THE CITY OF WAUKEE TO THE IOWA SECRETARY OF STATE AND THE TREASURER OF THE STATE OF IOWA IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, a Special Federal Census has been taken for the City of Waukee, Iowa; AND, WHEREAS, the City Council of the City of Waukee, Iowa and the Mayor of the City of Waukee, Iowa, desire to certify the 2024 Special Federal Census for the City of Waukee, Iowa to the Iowa Secretary of State and the Treasurer of the State of Iowa pursuant to Iowa Code Section 9F.6; AND, WHEREAS, the certified population for the City of Waukee in 2020 was 23,940. As a result of the 2024 Special Census, the certified population of the City of Waukee will be 31,823. NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 18th day of November, 2024, that the 2024 Special Federal Census, as set forth in the attached Exhibit A, is hereby certified to the Iowa Secretary of State and the Treasurer of the state of Iowa, and the Mayor of the City of Waukee hereby joins in such certification. The Census Bureau encourages data users to aggregate small populations and geographies to improve accuracy and diminish implausible results. HOUSEHOLDS BY TYPE HOUSING OCCUPANCY VACANCY RATES HOUSING TENURE An '(X)' means not applicable. 1 The alone or in combination categories are tallies of responses rather than respondents. That is, the alone or in combination categories are not mutually exclusive. Individuals who reported two races were counted in two separate and distinct alone or in combination race categories, while those who reported three races were counted in three categories, and so on. For example, a respondent who indicated 'White and Black or African American' was counted in the White alone or in combination category as well as in the Black or African American alone or in combination category. Consequently, the sum of all alone or in combination categories equals the number of races reported (i.e., responses), which exceeds the total population. 2 "Child" includes biological, adopted, and stepchildren of the householder. 3 "Own children" includes biological, adopted, and stepchildren of the householder. 4 The homeowner vacancy rate is the proportion of the homeowner inventory that is vacant "for sale."
