Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor Clarke at 5:32 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Rob Grove, Anna Bergman Pierce, Ben Sinclair. Absent: Council Members R. Charles Bottenberg, Chris Crone. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Facilities Maintenance Manager Christine Maduro, Finance Director Linda Burkhart, Community Development Director Andy Kass, Public Works Director/City Engineer Rudy Koester, Parks & Recreation Director Matt Jermier, Director of Economic Development Jennifer Brown, IT Director Son Le, Human Resources Director Michelle Lindsay, Director of Marketing & Communications Heather Behrens (electronically), Police Chief Chad McCluskey, City Clerk Rebecca D. Schuett. C. Agenda Approval — Council Member Pierce moved to approve the agenda; seconded by Council Member Sinclair. Results of vote: Ayes: Grove, Pierce, Sinclair. Nays: None. Absent: Bottenberg, Crone, Motion carried 3 — 0 — 2. D. Work Session: 1) Strategic Plan: Comprehensive Environmental Sustainability Plan Phase 1 report — Ted Redmond with Pale Blue Dot (participating electronically) discussed the planning efforts to date, then detailed goal refinements, goals by 2030 and key actions, and assessment tools for use in plan implementation. 2) Strategic Plan: City Facilities and Buildings Management conditions report — Facilities Maintenance Manager Maduro reviewed the Phase 1 assessment of building conditions, project classifications and projected costs, and a 10-year plan for projects for each facility. 3) Strategic Plan: Affordable Housing update — Assistant City Administrator Osborne reviewed the scoring results of the recent round of Iowa Finance Authority (IFA) low-income housing tax credit applications. The council discussed other possible options to develop the property. 4) Crisis Intervention Team (CIT) update — Police Chief McCluskey reviewed call statistics and discussed possible partnerships and funding resources. 5) Dangerous and vicious animals ordinance — Police Chief McCluskey presented a draft ordinance amendment. 6) Electric scooter and bike safety — The council discussed general safety concerns, noting that regulations regarding their use would best be addressed at the state level. There was some discussion on ways to promote safe use of electric scooters and bikes. 7) FY2026 budget directives and calendar — City Administrator Deets and Finance Director Burkhart reviewed the proposed calendar and directives. 8) Parkland dedication ordinance review — City Administrator Deets presented current parkland dedication requirements, including how parkland is calculated and when a developer may pay a fee in lieu of parkland dedication. Parks & Recreation Director Jermier and Finance Director Burkhart then discussed how parkland dedication fees are earmarked for projects within a development area. E. Council Liaison Reports — Report made by Mayor Clarke. F. Comments Council Member Grove moved to adjourn; seconded by Council Member Pierce. Ayes: All. Nays: None. Motion carried 3 — 0.
