AGENDA ITEM:Consideration of approval of a resolution approving Proposal with
SystemWorks, LLC, for Waukee Public Library Ice Damming Investigation
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON:
The City of Waukee sought proposals for services to analyze and evaluate the
Waukee Public Library for potential issues relating to ice damming in several
locations. System Works proposes to perform thermal imaging and onsite
investigation to determine the cause(s) and potential solutions of this issue
including:
-Reviewing plans and drawings
-Performing a comprehensive onsite review of conditions including use of
thermal imaging
-Providing a summary report of findings and recommendations
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
The cost for these services is $2500 and will be supported by library
maintenance funds.

APPROVING PROPOSAL WITH SYSTEMWORKS, LLC, FOR WAUKEE
PUBLIC LIBRARY ICE DAMMING INVESTIGATION
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas
County; AND,
WHEREAS, City staff sought proposals for services to analyze and evaluate the Waukee
Public Library for potential issues relating to ice damming in several locations; AND,
WHEREAS, City staff recommend approval of a proposal from SystemWorks, LLC, to
perform thermal imaging and onsite investigation to determine the cause(s) and potential
solutions of this issue;
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council on this
2nd day of December, 2024, that the Proposal with SystemWorks, LLC, for Waukee
Public Library Ice Damming Investigation is hereby approved.

Ice Damming Investigation – Preliminary Review $ 2,500 Yes | No
Additional Services: SystemWorks’ hourly rate is $140/hour for Commissioning services, per person plus material and
expenses, for any work that is requested beyond the “Scope of Work” proposed. Proposal valid through 1/1/25. Work
will be performed on a Time & Material Not to Exceed basis.
SystemWorks will perform the following scope of work to assist in the investigation into ice damming in three locations
along the roof edge of the Library. The goals of this investigation are to:
• Identify the root cause of ice dams forming
• Recommending methods or strategies to mitigate the issues both locally and systemically as they relate to the
thermal and air control layers of the enclosure
SystemWorks will:
• Review the plans, photos, shop drawings and available existing information to prepare for on-site investigation.
• Participate in an On-Site Review using visible and Infrared Camera; mobilize during cold temperatures for best
infrared camera results.
o SystemWorks anticipates one Building Enclosure Commissioning provider on site for up to 8 hours of on-
site review
• Provide an informal report summarizing the methodologies used and results
o Meet with the team to review the report and recommendations
o Additional areas may be identified for further review during the course of the investigation, based on the
preliminary findings
