AGENDA ITEM: Consideration of approval of a resolution approving a site plan for RJ Lawn &
Landscape Expansion
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for an
addition of a storage warehouse building, located west of Ute Avenue and
north of Interstate Parkway, containing 6.02-acres.
The project includes an addition to the existing RJ Lawn & Landscape site.
The proposed site plan includes the construction of one storage warehouse
building and an additional parking area. The proposed building is 19,777
square feet in area. No changes are proposed to the existing buildings and
storage areas on site.
An existing access is provided into this site from Interstate Parkway. No
changes are proposed to this access. The proposed site plan will add a total of
17 parking spaces. The site will provide a total of 61 parking stalls. No public
sidewalks or trails are proposed with this project.
The site is already serviced with all public utilities. Stormwater detention will
be provided with a basin located at the southeast corner of the site.
A minimum of 15% of the site is required to be open space, they are providing
35%. The required amount of plantings are being provided.
The elevations of the building will be constructed of mostly precast concrete
panels, glazing and overhead doors.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on November 26, 2024,
and recommended approval:
Approval of a Site Plan for RJ Lawn & Landscape Expansion (655 Interstate Parkway)
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for an
addition of a storage warehouse building, as requested by RJ Lawn & Landscape, represented by Keith
Weggen, ASLA with Civil Design Advantage.
The property is generally located west of Ute Avenue and north of Interstate Parkway, containing
approximately 6.02-acres. The existing site includes an office building that is just under 5,000 square
feet in area and a 10,560 square foot warehouse storage building. The site also includes some areas for
outdoor material storage, including an open canopy structure, and a fueling area. A previous
expansion site plan was approved by City Council in June 2022. The expansion has not been built yet

and the pervious site plan is now expired. The applicant is now requesting approval of a site plan that
is very similar to the previously approved plan.

onsite.
Discussion as follows:
• Keith Weggan of Civil Design Advantage verified that the use of space would be for
additional storage
• General discussion to confirm that existing water and sanitary sewer systems would be utilized
Motion by Commissioner Streit for approval of a site plan for RJ Lawn & Landscape Expansion (655
Interstate Parkway), seconded by Commissioner Lohse. Ayes: Streit, Beenken, Lohse, and Bankole.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan for RJ Lawn &
Landscape Expansion subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for RJ Lawn & Landscape Expansion, subject to remaining staff comments on
November 26, 2024; AND,
WHEREAS, the Site Plan for RJ Lawn & Landscape Expansion is in general conformance with
§160 – Site and Building Development Standards Ordinance of the Waukee Municipal Code;
AND,
WHEREAS, the Site Plan for RJ Lawn & Landscape Expansion is in general conformance with
§161 – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 2nd day of December, 2024, that the Site Plan for RJ Lawn & Landscape Expansion is
approved subject to remaining staff comments.
