AGENDA ITEM:Consideration of approval of resolutions approving a final plat and site plan
for Kettlestone Peak Commercial Plat 1
FORMAT:Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat and site
plan for a multitenant commercial building including restaurants and retail
spaces.
The project includes the construction of a single-story building that will
include 9 suites/tenant spaces for restaurant and retail uses. The building is
20,177 square feet in area and 24 feet in height. A trash enclosure is provided
at the north side of the site. Both ends of the building include a drive-thru lane
and window for potential tenants. A monument sign is shown at the southwest
corner of the site adjacent to Grand Prairie Parkway.
The final plat includes combining two lots into one lot. The final plat includes
existing and proposed detention easements for the existing detention pond,
and public utility easements along the property lines adjacent to the public
streets.
Two accesses are proposed into the site off SE Pleasant View Drive. A 5-foot
wide sidewalk will be provided adjacent to the property along SE Pleasant
View Drive. An existing 10-foot wide trail is provided adjacent to the site
along Grand Prairie Parkway. A pedestrian connection is provided into the site
from the sidewalk along SE Pleasant View Drive that runs north behind the
proposed building and an additional 6-foot wide path will be located along the
front of the building. A total of 225 parking spaces are required, they are
providing 226 spaces, including 7 accessible spaces. A total of 22 bicycle
parking spaces are being provided to comply with the requirements of the
Kettlestone Design Guidelines.
The site will be serviced with all public utilities. Stormwater detention will be
provided with the detention pond located at the northwest corner of the site.
A minimum of 20% of the project area is required to be open space. The total
amount of open space proposed is approximately 50%. Street trees will be
installed along SE Pleasant View Drive with additional trees along the eastern
and northern side of the property. The required amount of plantings are being
provided per the Landscape and Open Space Ordinance and the Kettlestone
Design Guidelines.
The elevations of the building will be constructed of mostly brick and fiber
cement panels in different color variations. The trash enclosure will be
composed of brick to match the building.

FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat and site plan request at their meeting on
November 12, 2024, and recommended approval:
Approval of a Final Plat and Site Plan for Kettlestone Peak Commercial (1105 SE Pleasant View
Drive)
Andy Kass, Community Development Director, introduced the request for approval of a final plat and
site plan for a commercial development, as requested by Timbercrest Homes, LLC, represented by
Jared Jurray of Civil Design Advantage.
The property is generally located east of Grand Prairie Parkway and north of SE Pleasant View Drive
containing approximately 5.95-acres. The property is currently platted as two lots.
The project includes the construction of a single-story building that will include nine suites/tenant

The final plat and site plan are in general conformance with the Zoning Ordinance, Subdivision
Ordinance, Site Plan Ordinance, Kettlestone Design Guidelines, and Comprehensive Plan. Staff
recommends approval of the final plat for Kettlestone Peak Commercial and the site plan for
Kettlestone Peak Commercial subject to any remaining staff comments and review of legal documents.
Discussion as follows:
General discussion of the location of the grease interceptors, which will be located
underground.
Discussion of the reason for the entrance signage location away from Grand Prairie Parkway;
including utilizing the pond and uncovered concrete pad for scenic outdoor seating options 3-5
months of the year.
Motion by Commissioner Koelker for approval of a Final Plat for Kettlestone Peak Commercial Plat 1,
seconded by Commissioner Broderick. Ayes: Broderick, Koelker, Streit, Lohse, and Bankole. Nays:
None. Motion carried.
Motion by Commissioner Lohse for approval of a Site Plan for Kettlestone Peak Commercial (1105
SE Pleasant View Drive), seconded by Commissioner Bankole. Ayes: Broderick, Koelker, Streit,
Lohse, and Bankole. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat and site plan for
Kettlestone Peak Commercial subject to remaining staff comments and review
of the legal documents.
RECOMMENDATION: Approve the resolutions.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Timbercrest Homes, LLC, has requested final plat approval of Kettlestone Peak
Commercial Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 12, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Peak Commercial Plat 1 and the documents relating thereto
will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
2nd day of December, 2024, that the Final Plat for Kettlestone Peak Commercial Plat 1 be and the same
is hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1.Public Utility Easement;
2.Storm Sewer Easement; and
3.Declaration of Private Easements

EXTERIOR FACE OF LOWER MATERIAL WITH DRIP EDGE.
4. ANY RETURNS OR BLIND ELEVATIONS NOT SHOWN SHALL BE SIMILAR IN MATERIAL
AND MAKEUP TO ADJACENT CONDITIONS OR OTHER SIMILAR CONDITIONS.
5. NO EXPOSED MASONRY/MATERIAL CORES. MASONRY RETURNS AT
