SYNOPSIS INCLUDING PRO & CON: The City of Waukee sought proposals for consultants to
assist in the development of a city campus master plan. SVPA Architects and their partners
Confluence, Foth Services and Solutions, and CE Golf Design were selected. Over the past 10 months,
staff, the mayor and city council have worked with the consultant team to develop the master plan and
a number of items, primarily a research trip to observe city campuses in the Kansas City, have been
added to the scope at the City’s request.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: If the City chose all of the options
in the original plan, the not to exceed price was $203,000. The amendment
proposes an increase of $21,600 for a new not to exceed amount of $224,600.
This includes 36 additional hours for Confluence ($12,400) and 24 hours for
SVPA ($9,200)

APPROVING AMENDMENT #1 TO AGREEMENT FOR PROFESSIONAL SERVICES
WITH SVPA ARCHITECTS [CITY CAMPUS MASTER PLAN]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City Council identified developing a city campus master plan as one of its
highest Strategic Planning Priorities; AND,
WHEREAS, the City issued an RFP seeking a city campus master plan consultant and selected
SVPA Architects; AND,
WHEREAS, on February 5, 2024, the Waukee City Council approved an Agreement for
Professional Consulting Services with SVPA Architects for city campus master plan services
(Resolution #2024-075); AND,
WHEREAS, the scope of the project was expanded at the City’s request to include an additional
research trip to Kansas City to observe other city campuses; AND,
WHEREAS, SVPA Architects and their team seeks to amend the original agreement to account
for additional expenses associated with the expanded scope equivalent to $21,600, for a
maximum contract amount of $224,600;
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Waukee
formally approves Amendment #1 to the professional services agreement with SVPA Architects
for city campus master plan services.
Passed by the City Council of the City of Waukee, Iowa, and approved the 16th day of
December, 2024.

RE: Amendment No.1 to Agreement for Professional Consulting Services: 02/05/2024
Dear Nick,
In the original proposal for Civic Campus Master planning services, it was determined to coordinate one
precedence project adventure as part of the planning services. Collectively it was determined after the
Minneapolis trip that an additional trip to Kansas City would be beneficial for City Council members to tour
for a better understanding of scale and density related to the Waukee project. The additional
compensation is for planning the adventure and work hours associated with the trip. Confluence had 36
hours and SVPA had 24 hours rated to the Kansas City Adventure. Additional compensation is requested
for the extended timeline to complete the project which included additional user group meetings scheduled
for October/November.
In accordance with Agreement for Professional Consulting Services between City of Waukee and SVPA
Architects Inc. we are submitting fee Amendment No. 1 to the Proposal for Design Services dated
February 5, Fee amendment #01 includes compensation for an additional tour to Kansas City, additional
concept updates and extended timeline for the master planning process. Each of the disciplines additional
design fees are as follows, SVPA Architects $9,200 and Confluence $12,400 for a total additional fee of
increase of $21,600.
Based on this information, the stipulated sum fixed fee will be amended from two hundred and three
thousand dollars ($203,000) to two hundred and twenty-four thousand and six hundred dollars ($224,600).
