AGENDA ITEM:Consideration of approval of a resolution approving Natural Gas Main
Installation and Maintenance Agreement and Schedule of Fees with ECI
Contracting

SYNOPSIS INCLUDING PRO & CON: InfraSource Construction LLC, the current blanket bid gas
utility contractor, has informed City staff they will not renew the contract for gas installation and
maintenance due to the pending sale of the gas utility system. The contract with InfraSource
Construction LLC expires on December 31, 2024. InfraSource Construction LLC is required to
complete any tasks starting before December 31, 2024 and staff do anticipate them working into
January 2025 to complete the tasks they are obligated to complete. The new agreement with ECI
Contracting of West Concord, MN is a time and material contract for on call gas main installation
services for calendar year 2025 with the option for the City to extend the contract to calendar year
2026 if necessary. The units attached cover the installation of the new business, replacement mains
projects and service installation including the following: fusing, installation of PE pipe by trench, plow
or boring, pigging, testing, and purging of mains and services, abandonment of PE mains and services,
completion of as-builts and required paperwork and basic traffic control.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The agreement is for time and
material for work performed. Labor and Equipment rates are comparable to the last contract unit
prices with InfraSource Construction LLC, the current blanket bid gas utility contractor.

RESOLUTION 2024 -
APPROVING 2025 MASTER CONSTRUCTION AGREEMENT
WITH ECI CONTRACTING
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, the City contracts with certain companies for gas main and service construction
and maintenance tasks, gas main replacements and abandonments, large service line installations
and repairs and gas main installations during the construction of new subdivisions and site plan
developments in the City; AND,
WHEREAS, Waukee Public Works requested pricing for such services for calendar year 2025
due to the current gas main installation blanket bid contract with InfraSource Construction LLC
expiring on 12/31/2024; AND,
NOW THEREFORE BE IT RESOLVED that the Master Construction Agreement with ECI
Contracting of West Concord, MN, attached here to as Exhibit A, is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 16h day of December,
2024.
