HomeMy WebLinkAbout2025-01-06 I01I_02 Alice's Rd Improvements Phase 1A_Set PHAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: January 6, 2025 AGENDA ITEM:Consideration of approval of a resolution ordering construction of the Alice’s Road Improvements Phase 1 Project and fixing a date for hearing thereon and taking of bids therefor. FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: This project includes all materials, equipment, transportation and labor necessary to reconstruct Alice’s Road from a two-lane rural section to a four-lane boulevard section including PCC pavement, PCC trail and pedestrian ramps. Project items include subgrade preparation and treatment, PCC roadway paving, trail and ramp paving, pavement markings, storm sewer installation, water main installation, Joint Utility Trench (JUT) installation, traffic control, erosion control, and surface restoration. Specific project location is on NE Alice’s Road from NE Horizon Drive to NE Dellwood Drive. This project is a joint project between the Cities of Clive and Waukee. Clive is the lead agency for the project. The project has a total project cost of $7,500,000, of which Waukee has a total project budget of $3,750,000 in the draft FY 2026-2030 CIP. The project schedule entails taking bids on February 4, 2025 and reporting of bids at the regular scheduled Waukee City Council meeting on February 18, 2025. The project shall be substantially complete per the following schedule: All trees designated as bat habitat trees or located within a bat habitat corridor shall be felled prior to March 31, 2025. Clearing and grubbing of said trees may take place after March 31, 2025. All work from the south project limit through the NE Boston Parkway intersection, including the roundabout shall be complete by September 20, 2025 with restoration being completed prior to September 30, 2025. All remaining utility and paving work shall be completed by October 31, 2025 and the project open to vehicular and pedestrian traffic. Resolution PREPARED BY:Lisa Bauman REVIEWED BY:Rudy Koester RK I1I2 RESOLUTION 2025- RESOLUTION ORDERING CONSTRUCTION OF THE ALICE'S ROAD IMPROVEMENTS PHASE 1A, AND FIXING A DATE FOR HEARING THEREON AND TAKING OF BIDS THEREFOR WHEREAS, it is deemed advisable and necessary to construct certain public improvements as a joint project with the City of Clive described in general as the Alice's Road Improvements Phase 1A; and WHEREAS, the City of Clive will serve as the lead agency for the Project and will enter into the construction contract for the Project; and WHEREAS, the City of Clive has caused to be prepared plans, specifications and form of contract, together with estimate of cost, which are now on file in the office of the Waukee City Clerk for public inspection, for the construction of the public improvements; and WHEREAS, the plans, specifications and form of contract are deemed suitable for the making of the public improvements; and WHEREAS, final grades have been established by ordinance, consistent with the plans for all street improvements included in the proposed construction; and WHEREAS, before the plans, specifications, form of contract and estimate of cost may be adopted, and a contract for the construction of the public improvements is entered into, it is necessary, pursuant to Chapter 26, Code of Iowa, to hold a public hearing and to advertise for bids: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE OF IOWA: Section 1.That it is hereby determined that it is necessary and advisable to construct certain public improvements described in general as the Alice's Road Improvements Phase 1A, in the manner set forth in the plans and specifications and form of contract, above referred to, the cost thereof to be paid in accordance with the provisions as set out in the posted Notice to Bidders and published Notice of Public Hearing; the public improvements being more generally described as follows: This project includes all materials, equipment, transportation and labor necessary to reconstruct Alice’s Road from a two-lane rural section to a four-lane boulevard section including PCC pavement, PCC trail and pedestrian ramps. Project items include subgrade preparation and treatment, PCC roadway paving, trail and ramp paving, pavement markings, storm sewer installation, water main installation, Joint Utility Trench (JUT) installation, traffic control, erosion control, and surface restoration. Specific project location along with the kind and approximate quantity of materials to be used shall be as set forth in the Plans and Specifications. Section 2.That the amount of the bid security to accompany each bid shall be in an amount which shall conform to the provisions of the notice to bidders approved as a part of the specifications. BE IT FURTHER RESOLVED, that the City Clerk be and is hereby directed to post a notice to bidders once in a relevant contractor plan room service with statewide circulation and a relevant construction lead generating service with statewide circulation and on an internet site sponsored by either the City or a statewide association that represents the City. Posting shall be not less than thirteen clear days nor more than forty-five days prior to February 4, 2025, which is hereby fixed as the date for receiving bids. The bids are to be filed prior to 2:00 P.M., on such date. The City Council hereby delegates to the designated representative for the City of Clive, as determined by the City Council of the City of Clive the duty of receiving, opening and tabulating bids for construction of the Project. Bids shall be received and opened as provided in the public notice and the results of the bids shall be considered at the meeting of this Council on February 18, 2025, at 5:30 P.M. BE IT FURTHER RESOLVED, that the City Clerk be and is hereby directed to publish notice of hearing once in a legal newspaper, printed wholly in the English language, published at least once weekly and having general circulation in this City. Publication shall be not less than four clear days nor more than twenty days prior to the date hereinafter fixed as the date for a public hearing on the plans, specifications, form of contract and estimate of costs for the project, the hearing to be at 5:30 P.M. on February 18, 2025.
