America’s Infrastructure with Sustainability and Equity (RAISE) Grant
Application [University Avenue Area Transportation Improvements
Project]

SYNOPSIS INCLUDING PRO & CON: The U.S. Department of Transportation (DOT) has
formally announced the Rebuilding American Infrastructure with Sustainability and Equity
(RAISE) Transportation Discretionary Grants program. The Infrastructure Investment and Jobs
Act has made available $1.5 Billion for FY 2025 National Infrastructure Investments, otherwise
known as RAISE grants. The University Avenue Area Transportation Improvements Project is a
surface transportation project that satisfies many of the selection criteria identified in the grant,
including: located in an urban area, safety benefits, environmental sustainability, quality of life,
mobility and community connectivity, economic competitiveness and opportunity, state of good
repair, partnership and collaboration, innovation, and demonstrated project readiness. The project
development including initial work required to comply with the National Environmental Policy
Act and the National Historic Preservation Act has been done. The total project construction cost
is estimated to be $48 million, with the RAISE grant application amount of $25 million, and
including $23 million budgeted local funds. The final design of the University Avenue Area
Transportation Improvements project is underway for construction in 2027/2028 if the grant is
awarded.
The resolution supporting the RAISE application is also authorizing the Public Works
Director/City Engineer to submit the application through the Grants.gov website by the
application deadline of January 31, 2025.

RESOLUTION 2025-
APPROVING AND AUTHORIZING THE APPLICATION FOR A
DEPARTMENT OF TRANSPORTATION RAISE DISCRETIONARY GRANT
[UNIVERSITY AVENUE AREA TRANSPORTATION IMPROVEMENTS]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa, is a duly organized municipality within Dallas County;
AND,
WHEREAS, the United States Department of Transportation (DOT) has formally announced the
Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Transportation
Discretionary Grants program; AND,
WHEREAS, the Infrastructure Investment and Jobs Act has made available $1.5 Billion for
FY 2025 National Infrastructure Investments, otherwise known as RAISE grants; AND,
WHEREAS, the University Avenue Area Transportation Improvements Project is a surface

WHEREAS, final design of the University Avenue Area Transportation Improvements project is

WHEREAS, the City Engineer recommends that the City Council authorize the University
Avenue Area Transportation Improvements Project for the Department of Transportation
National Infrastructure Investments, also known as RAISE Transportation Discretionary Grants.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa, in
session this 6th day of January, 2025, that the City Engineer or his designee is authorized to
submit the above described grant application in the amount of $25 million on behalf of the City
of Waukee to the United States Department of Transportation.
BE IT FURTHER RESOLVED by the City Council of the City of Waukee, Iowa, that the
Mayor and City Clerk are hereby authorized and directed to execute said application and
required certifications for and on behalf of the City of Waukee, Iowa.
