Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Chris Crone, Rob Grove, Anna Bergman Pierce (electronically), Ben Sinclair. Absent: None. Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance Director Linda Burkhart, Accounting Manager Rachel Downing, Senior Accountant Tracy Lovetinksy, Community Development Director Andy Kass, Public Works Director/City Engineer Rudy Koester, Parks & Recreation Director Matt Jermier, Director of Economic Development Jennifer Brown, Technology Services Director Son Le, GIS Coordinator Nate Brown, Human Resources Director Michelle Lindsay (electronically), Director of Marketing & Communications Heather Behrens (electronically), Fire Chief Clint Robinson, Police Chief Chad McCluskey (electronically), City Clerk Rebecca D. Schuett. C. Agenda Approval — Council Member Bottenberg moved to approve the agenda; seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Crone, Grove, Sinclair. Nays: None. Motion carried 4 — 0. (Due to technical issues, Council Member Pierce was unable to vote.) D. Work Session: 1) City partners FY2026 funding requests — Council reviewed funding request applications and asked questions of the applicant representatives in attendance. 2) Strategic Plan: Existing Public Safety Facilities Repurposing report — City Administrator Deets discussed the current state and layout of the building, reviewed a needs analysis and presented possible modifications, projected costs and other options. 3) Strategic Plan: Bond Capacity and Long -Term Financial Plan discussion — Finance Director Burkhart presented bond capacity modeling, debt capacity and tax analysis. 4) Capital Improvement Program for Fiscal Years 2026-2030 — City staff reviewed proposed projects and projected costs. 5) Waukee Cemetery software demonstration — GIS Coordinator Brown demonstrated the software. 6) Strategic Plan: IT Strategy and Master Plan update — Technology Services Director Le updated the council on the status of current projects, as well as future initiatives and areas of focus. 7) 2025 legislative priorities, lobbying services — City Administrator Deets reviewed proposed priorities and recommended a lobbying services contract with Carney & Appleby. E. Council Liaison Reports — Report made by Council Member Pierce. F. Comments Council Member Bottenberg moved to adjourn; seconded by Council Member Grove. Ayes: All. Nays: None.
