AGENDA ITEM:Consideration of approval of a resolution designating a perpetual date and
time of October 31 between the hours of 6:00 p.m. and 8:00 p.m. for Trick or
Treat Night in the City of Waukee unless otherwise determined for special
circumstances
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: The proposed resolution sets October 31 (Halloween) as
the date for Trick or Treat Night in Waukee. The resolution also empowers
the mayor, in consultation with City staff, to issue a proclamation to
reschedule Trick or Treat Night in the event of scheduling conflicts, inclement
weather or other public safety concerns.

RESOLUTION 2025-
APPROVAL OF DESIGNATING A PERPETUAL DATE AND TIME OF OCTOBER 31
BETWEEN THE HOURS OF 6:00 P.M. AND 8:00 P.M. FOR TRICK OR TREAT NIGHT IN
THE CITY OF WAUKEE UNLESS OTHERWISE DETERMINED FOR SPECIAL
CIRCUMSTANCES
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee has historically observed Beggar’s Night on October 30 (Resolution
#06-192); AND,
WHEREAS, in 2024, the City of Waukee and other Des Moines metropolitan area communities
conducted online surveys to determine if a Beggar’s Night date change was desired by most survey
respondents; AND,
WHEREAS, survey respondents overwhelmingly preferred that Beggar’s Night be moved to
Halloween Night (October 31); AND,
WHEREAS, it is in the best interest of Waukee residents to schedule the event on the same date as
other neighboring communities; AND,
WHEREAS, special circumstances may arise in certain years where it may be necessary to reschedule
Trick or Treat Night due to actual or perceived citywide scheduling conflicts, inclement forecasted
weather or other public safety concerns.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 20th
day of January, 2025, that October 31 between the hours of 6:00 p.m. and 8:00 p.m. shall be the
perpetual date and time for Trick or Treat Night in Waukee.
BE IT FURTHER RESOLVED by the City of Waukee City Council that in the event of a scheduling
conflict, inclement forecasted weather or other public safety concerns, the Mayor, in consultation with
City staff, may issue a proclamation to reschedule Trick or Treat Night for that particular year to a
different date and/or time.
