AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat, and site plan for Painted Woods West Townhomes Plat 3
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat/site plan and final plat for a townhome residential development, located
north of Interstate 80 and west of 6th Street, containing 4.05-acres.
The project includes 42 townhome units on 42 individual lots. The lots and
units will be developed in one phase. The units are intended to be owner-
occupied. Building sizes include 5-unit and 6-unit buildings. All units will be
3-bedroom and 1,050 square feet in area. All units will be two-story and
include a two-car attached garage.
Access will be provided off of Indian Ridge Drive and by a series of private
internal streets. Sidewalks will be provided internal to the site to provide
pedestrian access throughout. A total of 93 parking spaces are required and a
total of 93 spaces are provided, which includes 9 visitor spaces.
All units will be serviced by private utilities that are extended throughout the
development. Stormwater detention will be provided in a pond located to the
northeast of this site. The homeowners association will be responsible for the
ownership and maintenance of the pond and private utilities.
A minimum of 20% of the site is required to be open space, they are providing
48%. The required amount of plantings are being provided, including
landscape buffers along the north and west sides of the site.
A total of 0.61-acres of parkland dedication is required for this project.
Parkland dedication requirements are being met through the overall Painted
Woods West Development.
The elevations of the buildings will match what was constructed with Painted
Woods West Townhomes Plats 1 and 2. They will be constructed of mostly
lap siding, board and batten, shake siding and stone in different color
schemes.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, final plat, and site plan request at their
meeting on January 14, 2025, and recommended approval:

Approval of a Preliminary Plat, Final Plat and Site Plan for Painted Woods West Townhomes
Plat 3
Elizabeth Cramblet, City Planner, introduced the request for approval of a preliminary plat, final plat,
and site plan for a multi-family townhome development, as requested by JJR Holdings, LLC,
represented by Erin Ollendike, P.E. with Civil Design Advantage.
The property is generally located north of Interstate 80 and west of 6th Street, within the existing
Painted Woods Development, containing approximately 4.05-acres. The subject property was zoned
R-4 in 2022 as part of Painted Woods West Phase 2 rezoning.
The final plat and site plan identify a total of 42 lots that are intended for a townhome development.
The lots will be developed in one phase. All proposed lots meet or exceed the minimum requirements
of the R-4 zoning district. The applicant has indicated the units are to be owner-occupied. A total of
42 units are shown on the site plan. Building sizes shown include 5-unit and 6-unit buildings. Two (2)
6-plexes and six (6) 5-plexes are proposed. All units will be 3-bedroom and 1,050-square feet in area.
All buildings will be two-story buildings with a two-car attached garage.
A total of 93 parking spaces are required, with the site plan identifying 93 spaces provided, including
nine (9) visitor spaces. All units will be accessed by the series of private internal streets. The
development will be accessed from the extension of Indian Ridge Drive and Quinn Lane. Sidewalks
will be provided internal to the site to provide pedestrian access.
All units will be served by private utilities extended through the development. Stormwater detention
will be provided in a recently constructed pond in the northeast corner of the site. The homeowner’s
association will be responsible for the maintenance of the pond and private utilities. Garbage and
recycling services will be provided for each unit. All proposed easements have been indicated on the
final plat. All utilities are to be privately owned and maintained. Landscape buffers will be installed
along the west and north sides of the development. Parkland dedication is required due to the
residential nature of the project. A total of 0.61-acres is required. Parkland dedication requirements
are being met through the overall Painted Woods West Development.
Elevations of the various unit styles have been provided and meet the requirements of the Site Plan
Ordinance. Proposed materials include lap siding, board and batten, shake siding and stone. Multiple
color schemes have been planned to provide differentiation between the buildings.
All proposed lots and units meet the minimum requirements of the Zoning Ordinance, the final plat is
in general conformance with the Subdivision Ordinance, and the proposed land use of the property is
consistent with the Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat
and site plan for Painted Woods West Townhomes Plat 3, subject to remaining staff comments and
review of legal documents.

Motion by Commissioner Broderick for approval of a preliminary plat for Painted Woods West
Townhomes Plat 3, seconded by Commissioner Tessau. Ayes: Broderick, Koelker, Beenken, Tessau,
Lohse and Bankole. Nays: None. Motion carried.
Motion by Commissioner Bankole for approval of a final plat for Painted Woods West Townhomes
Plat 3, seconded by Commissioner Lohse. Ayes: Broderick, Koelker, Beenken, Tessau, Lohse and
Bankole. Nays: None. Motion carried.
Motion by Commissioner Koelker for approval of a site plan for Painted Woods West Townhomes
Plat 3, seconded by Commissioner Tessau. Ayes: Broderick, Koelker, Beenken, Tessau, Lohse and
Bankole. Nays: None. Motion carried.

AND,
WHEREAS, the Preliminary Plat for Painted Woods West Townhomes Plat 3 is in general
conformance with section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 20th day of January, 2025 that the Preliminary Plat for Painted Woods West Townhomes
Plat 3 be approved subject to remaining staff comments.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, JJR HOLDINGS, LLC, has requested final plat approval of Painted Woods West
Townhomes Plat 3 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on January 14, 2025, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Painted Woods West Townhomes Plat 3 and the documents relating
thereto will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
20th day of January, 2025, that the Final Plat for Painted Woods West Townhomes Plat 3 be and the
same is hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
