WORK SESSION MEETING
January 13, 2025
A. Call to Order — The work session meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom.
B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Chris
Crone, Rob Grove, Anna Bergman Pierce, Ben Sinclair. Absent: Council Member R. Charles
Bottenberg.
Also in attendance: City Administrator Brad Deets, Assistant City Administrator Nick Osborne, Finance
Director Linda Burkhart, Community Development Director Andy Kass, Public Works Director/City
Engineer Rudy Koester, Parks & Recreation Director Matt Jermier, Director of Economic Development
Jennifer Brown, Human Resources Director Michelle Lindsay, Director of Marketing & Communications
Heather Behrens (electronically), Police Chief Chad McCluskey, City Clerk Rebecca D. Schuett.
C. Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council
Member Grove. Results of vote: Ayes: Crone, Grove, Pierce, Sinclair. Nays: None. Absent:
Bottenberg. Motion carried 4 — 0 — 1.
D. Work Session:
1) 2025 State legislative update — Doug Struyk with Carney & Appleby reviewed the 2025
legislative schedule, the status of the state budget, 2024 bills of interest that were signed into law
or failed to pass, and anticipated 2025 bills.
2) City partners FY2026 funding requests — Council discussed funding requests and amounts.
3) Strategic Plan: Annexation update — City Administrator Deets reviewed the three different types
of annexation designated in state code, then discussed a proposed timeline for Hunter Hollow
annexation negotiations and approval.
4) Aquatic Center referendum discussion — Mayor and council agreed to remove a possible
aquatic center from the Capital Improvement Plan for the foreseeable future. City Administrator
Deets noted that the Civic Campus master plan would continue to include an area designated for a
future aquatic center.
5) CIWW Capital Improvement Plan update — Public Works Director/City Engineer Koester
discussed a CIWW treatment facility study, preliminary phasing for improvements, cost
comparisons and next steps.
6) Active threat training — Police Chief McCluskey lead the training.
E. Council Liaison Reports — Report made by Mayor Clarke.
F. Comments
Council Member Sinclair moved to adjourn; seconded by Council Member Grove. Ayes: All. Nays: None.
Motion carried 4 — 0.
Meeting Adjourned at 7:25 p.m.
