HomeMy WebLinkAbout2025-02-03 I05 Waukee Greenway Park Plat 2_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: February 3, 2025 AGENDA ITEM: Consideration of approval of resolution approving a final plat for Waukee Greenway Park Plat 2 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for Waukee Greenway Park Plat 2, located north of Hickman Road and west of Warrior Lane, containing 4.18-acres. The property is zoned C-1, Community and Highway Service Commercial District. The purpose of the plat is to clean up the lot lines so that the parking for the Mercy Clinic is located within the Mercy Clinic’s lot. The plat includes two lots. Lot 1 is 1.68-acres in area and contains the Enterprise Rent-A-Car. Lot 2 is 2.50-acres in area and contains the Mercy Clinic. There are no public improvements associated with the final plat. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the final plat at their meeting on January 28, 2025, and recommended approval: Approval of a Final Plat for Waukee Greenway Park Plat 2 Melissa DeBoer, Planning Coordinator, introduced the request for approval of a final plat for a commercial subdivision, as requested by D Wright Properties, LLC and LADCO Properties XXXI, LLC, represented by Larry Hyler of Bishop Engineering. The property is generally located north of Hickman Road and west of Warrior Lane, containing approximately 4.18-acres. The subject property was originally platted in 2010. The Mercy Clinic, located on the southern lot, was also built in 2010. A site plan for Enterprise Rent-A-Car, located in the northern lot, was approved and constructed in 2023. A portion of the clinic’s parking lot is located within the Enterprise Rent-A-Car’s lot. The request is to replat the two lots to clean up the lot lines so the parking lot for the clinic is located within the clinic’s own lot and not on the adjacent lot. The final plat identifies two lots. Lot I is 1.68-acres in area and contains Enterprise Rent-A-Car. Lot 2 is 2.50-acres in area and contains Mercy Clinic. Both proposed lots meet the minimum requirements of the C-1 zoning district. There are no public improvements associated with the plat. All proposed easements have been indicated on the plat. Public ingress/egress easements will be provided to provide access to both lots as well as to provide Mercy Clinic access to their parking lot from the driveway access from NW Venture Drive. A public trail easement will be provided for the existing public trail that is located across the two lots from Hickman Road to NW Venture Drive. The proposed plat is in general conformance with the subdivision Ordinance and the existing land use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the final plat for Waukee Greenway Park Plat 2 subject to remaining staff comments and review of legal documents. Discussion as follows: • Confirmation that the change was initiated by Enterprise and Mercy agrees with the requested change Motion by Commissioner Streit for approval of a Final Plat for Waukee Greenway Park Plat 2, seconded by Commissioner Lohse. Ayes: Broderick, Streit, Beenken, Lohse, and Bankole. Nays: None. Motion carried. STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Waukee Greenway Park Plat 2 subject to remaining staff comments and review of the legal documents. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 3rd day of February, 2025, that the Final Plat for Waukee Greenway Park Plat 2 be and the same is hereby accepted and approved by the City Council of the City of Waukee.
