AGENDA ITEM:Public Hearing on plans, specifications, form of contract and estimate of
cost [Alice’s Road Improvements Phase 1A Project]
FORMAT:Public Hearing
SYNOPSIS INCLUDING PRO & CON: This project includes all materials, equipment,
transportation and labor necessary to reconstruct Alice’s Road from a two-lane rural section to a
four-lane boulevard section including PCC pavement, PCC trail and pedestrian ramps. Project
items include subgrade preparation and treatment, PCC roadway paving, trail and ramp paving,
pavement markings, storm sewer installation, water main installation, Joint Utility Trench (JUT)
installation, traffic control, erosion control, and surface restoration. Specific project location is on
NE Alice’s Road from NE Horizon Drive to NE Dellwood Drive.
This project is a joint project between the Cities of Clive and Waukee. Clive is the lead agency
for the project. The project has a total project cost estimate of $6,000,000, of which Waukee has
a total project budget of $3,000,000 in the draft FY 2026-2030 CIP.
The project shall be substantially complete per the following schedule: All trees designated as
bat habitat trees or located within a bat habitat corridor shall be felled prior to March 31, 2025.
Clearing and grubbing of said trees may take place after March 31, 2025. All work from the
south project limit through the NE Boston Parkway intersection, including the roundabout shall
be complete by September 20, 2025 with restoration being completed prior to September 30,
2025. All remaining utility and paving work shall be completed by October 31, 2025 and the
project open to vehicular and pedestrian traffic. Liquidated damages for noncompliance with said
completion provisions will be assessed after the October 31, 2025 date at the rate of One
Thousand Dollars ($1,000.00) for each calendar day thereafter that the work remains incomplete.

NOTICE TO BIDDERS AND NOTICE OF PUBLIC HEARING
CITY OF CLIVE AND CITY OF WAUKEE
ALICE’S ROAD IMPROVEMENTS PHASE 1A
Time and Place for Filing Sealed Proposals. Sealed bids for the work comprising each
improvement as stated below must be filed before 2:00 p.m. on February 4th, 2025 in the
office of the City Clerk, Clive City Hall, 1900 NW 114th Street, Clive, Iowa 50325-7077
Time and Place Sealed Proposals Will be Opened and Considered. Sealed proposals will be
opened, and bids tabulated at 2:00 p.m. on February 4th, 2025, in the Clive City Hall, 1900
NW 114th Street, Clive, Iowa, for consideration by the Clive City Council at its meeting at
6:00 p.m. on February 13th, 2025. Due to renovations at City Hall, the meeting will take place
in the Public Safety Building, 8800 Hickman Road, Clive, Iowa. Bids will be presented for
consideration by the Waukee City Council at its meeting at 5:30 p.m. on February 18th, 2025
in the Council Chambers of the Waukee City Hall, at 230 Hickman Road, Waukee, Iowa.
The City of Clive and City of Waukee reserve the right to reject any and all bids.
The City of Clive in accordance with Title VI of the Civil Rights Act of 1964, Stat. 252, 42
U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of
Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally
assisted programs of the Department of Transportation issued pursuant to such Act, hereby
notifies all bidders that it will affirmatively insure that in any contract entered into pursuant
to this advertisement, minority business enterprises will be afforded full opportunity to
submit bids in response to this invitation and will not be discriminated against on the grounds
of race, color, national origin, sex, age, or disability in consideration for award.
Time for Commencement and Completion of Work. Work on the improvements shall
commence on or before the date specified in a written Notice to Proceed. The anticipated
date for written Notice to Proceed is March 17, 2025. Work on the project shall be
substantially complete per the following schedule:
1.All trees designated as bat habitat trees or located within a bat habitat corridor shall

Bid Security. Each bidder shall accompany its bid with bid security as defined in Section
26.8 of the Iowa Code and as outlined in the Instruction to Bidders in an amount equal to
Ten (10) percent of the total bid amount.

INC., 2727 SW SNYDER BLVD., ANKENY, IA 50023. Copies of Plans and
Specifications and contract documents can be obtained at the same address. Electronic
contract documents are available at no cost by clicking on the “Bids” link at www.snyder-
associates.com and choosing the ALICE’S ROAD IMPROVEMENTS PHASE 1A on the
left. Project information, engineer’s cost opinion, and plan holder information is also
available at no cost at this website. Downloads require the user to register for a free

Public Hearing on Proposed Contract Documents and Estimated Costs for Improvement. A
public hearing will be held by the Clive City Council on the proposed contract documents
(plans, specifications and form of contract) and estimated cost for the improvements, as bid
by the selected bidder, at its meeting at 6:00 pm on February 13th, 2025. . Due to renovations
at City Hall, the meeting will take place in the Public Safety Building, 8800 Hickman Road,
Clive, Iowa.
A public hearing will be held by the Waukee City Council on the proposed contract
documents (plans, specifications and form of contract) and estimated cost for the
improvements, as bid by the selected bidder, at its meeting at 5:30 pm on February 18th, 2025,
in said Council Chambers of the City Hall, 230 Hickman Road, Waukee, Iowa. In accordance
with Iowa Code Sections 21.4(1)(b) and 21.8, this meeting of the Waukee City Council will
be conducted with two different options for public participation: 1) Members of the public
wishing to attend in person may do so in the Council Chambers at Waukee City Hall. 2)
Members of the public wishing to participate electronically may do so via Zoom at the

NP-3 NOTICE TO PROCEED
Preference of Products and Labor. Preference shall be given to domestic construction
materials by the contractor, subcontractors, material, men and suppliers in performance of
the contract and, further, by virtue of statutory authority, preference will be given to products
and provisions grown and coal produced within the State of Iowa, and to Iowa domestic
labor, to the extent lawfully required under Iowa statutes.
Resident Bidder Preference Law. Iowa Code 73A.21 outlines the reciprocal resident bidder
and labor force preference statute. The Iowa Department of Labor (DOL) has adopted
administrative rules to enforce this law. Failure to submit a fully completed Bidder Status
Form with the bid may result in the bid being deemed nonresponsive and rejected.
Sales Tax. The bidder shall not include sales tax in the bid. The City of Clive will distribute
tax exemption certificates and authorization letters to the Contractor and all Subcontractors
who are identified. The Contractor and Subcontractors may make copies of the tax exemption
certificates and provide a copy to each supplier providing construction materials. These tax
exemption certificates and authorization letters are applicable only for this specific project
under the Contract.
General Nature of Public Improvement. This project includes all materials, equipment,
transportation and labor necessary to reconstruct Alice’s Road from a two-lane rural section
to a four-lane boulevard section including PCC pavement, PCC trail and pedestrian ramps.
Project items include subgrade preparation and treatment, PCC roadway paving, trail and
ramp paving, pavement markings, storm sewer installation, water main installation, Joint
Utility Trench (JUT) installation, traffic control, erosion control, and surface restoration.
Specific project location along with the kind and approximate quantity of materials to be
used shall be as set forth in the Plans and Specifications.
