SYNOPSIS INCLUDING PRO & CON: Iowa Signal, Inc. requested Payment Estimate No. 2
for the work completed on the Traffic Signal Enhancements, Waukee School & Trail Crossing
Improvements project in the amount of $652,850.45. Snyder & Associates has reviewed the
payment estimate and recommends payment.
The partial payment is for the pay period July 1, 2024 to January 30, 2025. This pay estimate is
for the installation of Rectangular Rapid Flashing Beacons (RRFBs) and stored materials.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $652,850.45

Dear Mr. Koester:
Partial payment application #2 is for installation of the RRFB’s and for stockpiled materials. Per
Iowa DOT’s standard specification 1109.05, payment for stockpiled materials that are stored off-
site should be for 90% of the cost of the materials, not to exceed 80% of the authorized amount for
each bid item. There were not any bid items where 90% of the invoiced amount exceeded 80% of
the authorized amount for that bid item.
Attached is partial payment application #2 for the project. The project utilizes 3% retainage, per
the Iowa DOT’s maximum. We recommend the payment of $652,850.45 to the contractor, Iowa
Signal, Inc. This represents about 67% of the total project cost, less withheld retainage.
