SYNOPSIS INCLUDING PRO & CON: The Des Moines River Mitigation Bank offers stream
mitigation credits to a primary service area for the Upper Des Moines River Basin. The City of
Waukee is required to purchase 248 stream mitigation credits to satisfy unavoidable impacts as part of
the drainage box culvert to be built as part of the University Avenue Extension Phase 1 project. The
mitigation impacts are described in Section 404 of the permit received from the U.S. Army Corps. of
Engineers. Upon the signing of the Debit Request form and sending the payment of $6,187.60 for the
purchase of the required stream credits to the City of Fort Dodge, the City of Fort Dodge will debit
248 stream credits from the Des Moines River Mitigation Bank’s credit ledger to the City’s project.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $6,187.60 plus a $300 non-
refundable application fee. This mitigation cost is included in the total project budget ($17M) for the
University Avenue Extension Phase 1 project shown in the approved FY 2025-2029 CIP.

APPROVING DEBIT REQUEST WITH DES MOINES RIVER MITIGATION BANK,
USACE PROJECT NO. CEMVR-RD-2023-271 [UNIVERSITY AVENUE EXTENSION
PHASE 1 PROJECT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, The Des Moines River Mitigation Bank offers stream mitigation credits to a
primary service area for the Upper Des Moines River Basin; AND,
WHEREAS, the City of Waukee is required to purchase 248 stream mitigation credits to satisfy
unavoidable impacts as part of the University Avenue Extension Phase 1 project; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Debit Request with Des Moines River Mitigation Bank, USACE Project No. CEMVR-RD-2023-
271 [University Avenue Extension Phase 1 Project] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved on the 18th day of
February, 2025.
