AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat and
construction drawings for Kettlestone Lakes Plat 1
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and construction drawings for a commercial development located south of
Ashworth Road and west of Grand Prairie Parkway, containing approximately
14.07-acres.
The preliminary plat includes a total of 6 lots for commercial development.
The lots range in size from 1.15-acres to 1.94-acres in area. Stormwater
detention is shown within a pond located to the southwest of the proposed
plat. Street trees will be provided along the public streets.
The construction drawings include extensions of public streets, SE Kettlestone
Boulevard and SE Parkview Crossing Drive. The intersection of the two
streets will be a roundabout. Public utilities will be extended to serve the
proposed plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat at their meeting on February 11, 2025, and
recommended approval:
Approval of a Preliminary Plat for Kettlestone Lakes Plat 1
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat for a
commercial development, as requested by Kettlestone Lakes, LLC and Landmark Companies, Inc.,
represented by Erin Ollendike with Civil Design Advantage.
The property is generally located south of Ashworth Road and west of Grand Prairie Parkway,
containing approximately 14.07-acres. The subject property was recently rezoned from A-I
(Agricultural District) to K-RR (Kettlestone Retail Regional District). The property is vacant,
undeveloped land.
The preliminary plat identifies a total of six lots for commercial development. The lots range in size
from 1.15-acres to 1.94-acres in area. All lots meet or exceed the minimum requirements of the K-RR
zoning district. Stormwater detention is shown within a pond located to the southwest of the proposed
plat. Street trees will be provided along the public streets.
As part of the improvements, extensions will be made to SE Kettlestone Boulevard and SE Parkview
Crossing Drive. The intersection of SE Parkview Crossing Drive and SE Kettlestone Boulevard will
be a roundabout. Ten-foot-wide trails will be constructed on one side of each of the public streets.
Public utilities will be extended throughout the plat. The stormwater management areas will be owned

and maintained by the developer/property owner. All proposed easements have been indicated on the
preliminary plat.
The subject property is within the Kettlestone Corridor and was included within the 2015 master plan
for the corridor. The land uses shown within the Kettlestone Master Plan for the subject property are
Retail Regional and Mixed Use. The proposed preliminary plat is consistent with the Kettlestone
Master Plan.
All proposed lots meet the minimum requirements of the Zoning Ordinance, and the preliminary plat is
in general conformance with the Subdivision Ordinance. Staff recommends approval of the
preliminary plat for Kettlestone Lakes Plat I subject to remaining staff comments.
Discussion as follows:
• General discussion and confirmation that the detention pond is a regional pond that will
service the area
Motion by Commissioner Bankole for approval of a preliminary plat for Kettlestone Lakes Plat I,
seconded by Commissioner Lohse. Ayes: Broderick, Tuel, Beenken, Tessau, Lohse, and Bankole.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat and
construction drawings for Kettlestone Lakes Plat 1 subject to remaining staff
comments.
RECOMMENDATION: Approve the resolutions.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Kettlestone Lakes Plat 1 on February 11, 2025; AND,
WHEREAS, the Preliminary Plat for Kettlestone Lakes Plat 1 is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 18th day of February, 2025 that the Preliminary Plat for Kettlestone Lakes Plat 1 be
approved subject to remaining staff comments.

APPROVING THE CONSTRUCTION DRAWINGS FOR
KETTLESTONE LAKES PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for Kettlestone Lakes Plat
1; AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 18th day of February, 2025, that the Construction Drawings for Kettlestone Lakes Plat 1 be
approved subject to remaining comments.

As part of the improvements associated with this plat, extensions will be made to SE Kettlestone Boulevard
and SE Parkview Crossing Drive. The intersection of SE Parkview Crossing Drive and SE Kettlestone
Boulevard will be a roundabout. Ten-foot-wide trails will be constructed on one side of each of the public
streets.
UTILITIES
Public utilities will be extended throughout the plat. The stormwater management areas will be owned and
maintained by the developer/property owner.
