AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat and
construction drawings for Painted Woods Spectrum
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and construction drawings for a commercial development located north of
Interstate 80 and west of 6th Street, containing approximately 4.80-acres.
The preliminary plat includes one lot and one outlot for commercial
development. Lot 1 is 2.51-acress in area and Outlot Z is 2.29-acres in area.
Stormwater detention is shown within a pond located to the west of the
proposed plat.
The construction drawings include improvements to 6th Street, including
adding a northbound left-turn lane and median. The improvements also
include adding a southbound deceleration right-turn lane. Public utilities will
be provided to the property.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat at their meeting on February 11, 2025, and
recommended approval:
Approval of a Preliminary Plat for Painted Woods Spectrum
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat for a
commercial development, as requested by Painted Woods Development, LC, Zion Capital Group,
LLC, represented by Erin Ollendike of Civil Design Advantage.
The property is generally located north of Interstate 80 and west of 6th Street, containing approximately
4.80-acres. The subject property was originally rezoned in 2006 under the name of Fox Glenn. The
property was rezoned again in 2014 with the Painted Woods West Development to its current zoning
classification of C-IA (Neighborhood Commercial District). The property is vacant, undeveloped
land.
The preliminary plat identifies one lot and one outlot for future commercial development. Lot I is
2.51-acres in area and Outlot Z is 2.29-acres in area. Both lots meet or exceed the minimum
requirements of the C-IA zoning district. As part of the improvements, the applicant is required to
make improvements to 6th Street. The public improvements include adding a northbound left-turn lane
and median. The applicant will also be required to add a southbound deceleration right-turn lane.
Public utilities will be provided to the property. The stormwater management areas will be owned and
maintained by the developer/property owner. All proposed easements have been indicated on the

preliminary plat. A landscape buffer easement is provided on the east side of Lot I to provide a buffer
for the residential development located to the east.
The subject property is classified as Community Commercial in the Imagine Waukee 2040:
Comprehensive Plan. Community Commercial is defined as having two or more anchor tenants which
could include a discount store or supermarket. Community Commercial uses are typically located
along minor and major arterials and would serve a large portion of the community.
The zoning of the property is classified as Neighborhood Commercial District. The Comprehensive
Plan defines Neighborhood Commercial as areas that are intended to serve the surrounding
neighborhoods. These centers may or may not have an anchor tenant, such as a grocery store or
hardware store. Neighborhood Commercial uses are typically located along collectors, or at
intersections of collectors and minor arterials. Neighborhood Commercial should provide day-to-day
goods and services for residents and should be walkable from nearby residential neighborhoods.
All proposed lots meet the minimum requirements of the Zoning Ordinance, and the preliminary plat is
in general conformance with the Subdivision Ordinance. Staff recommends approval of the
preliminary plat for Painted Woods Spectrum subject to remaining staff comments.
Discussion as follows:
• Discussion of the process of a road construction project involving the developer and the city;
confirmation that the developer coordinates with the city regarding lane closures or other
traffic impacts
• Confirmation that the city has no planned work in conjunction with this project
• Future access is planned from Indian Ridge Drive
Motion by Commissioner Tuel for approval of a Preliminary Plat for Painted Woods Spectrum,
seconded by Commissioner Lohse. Ayes: Broderick, Tuel, Beenken, Tessau, Lohse, and Bankole.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat and
construction drawings for Painted Woods Spectrum subject to remaining staff
comments.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Painted Woods Spectrum on February 11, 2025; AND,
WHEREAS, the Preliminary Plat for Painted Woods Spectrum is in general conformance with
section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 18th day of February, 2025 that the Preliminary Plat for Painted Woods Spectrum be
approved subject to remaining staff comments.

APPROVING THE CONSTRUCTION DRAWINGS FOR
PAINTED WOODS SPECTRUM
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for Painted Woods
Spectrum; AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 18th day of February, 2025, that the Construction Drawings for Painted Woods Spectrum be
approved subject to remaining comments.

HISTORY
The subject property was originally rezoned in 2006 under the name of Fox Glenn. The subject property was then
rezoned again in 2014 with the Painted Woods West development to its current zoning classification of C -1A
(Neighborhood Commercial District). The property is vacant, undeveloped land.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies one lot and one outlot for future commercial development. Lot 1 is 2.51-acres in area and
Outlot Z is 2.29-acres in area. Both lots meet or exceed the minimum requirements of the C-1A zoning district. The
table below summarizes the bulk regulations for the C-1A zoning district.
Stormwater detention is shown within a pond located to the west of the proposed plat.
