AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 3, 2025 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for KeeTown Loop – F4 Ashworth FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a multi-tenant commercial building including three tenant spaces, located west of Grand Prairie Parkway and north of SE Ashworth Road, containing 0.51- acres. The project includes the construction of a single-story building that will include three commercial tenant spaces. The building is 5,870 square feet in area and 20.5-feet in height. A trash enclosure will be provided at the west side of the site. A drive-thru lane will be provided along the east side of the building. A pick-up window is provided at the north side of the building. There are no menu boards proposed. Outdoor patio space will be provided at the northwest corner of the building. Several accesses will be provided into the site. A total of 53 parking spaces are required, they are providing the 53 spaces. Two bicycle parking spaces are being provided in accordance with the Kettlestone Design Guidelines. Public utilities are provided to the site. Stormwater detention will be provided with a basin located at the west side of the site. A minimum of 20% of the site is required to be open space, they are providing 48%. The required amount of plantings are being provided. The elevations of the building will be constructed of mostly fiber cement board, brick veneer and storefront glazing. The trash enclosure will be constructed of brick and composite wood to match the building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on February 25, 2025, and recommended approval: Approval of a Site Plan for KeeTown Loop – F4 Ashworth (2980 Grand Prairie Parkway) Elizabeth Cramblet, City Planner, introduced the request for approval of a site plan for a multi-tenant commercial building, including three tenant spaces, as requested by The Quarter at Waukee, LLC, represented by Jared Dobesh of Confluence. I4 The property is generally located west of Grand Prairie Parkway, and north of SE Ashworth Road containing approximately 0.51 acres. The location is within the Kettlestone Corridor and is currently platted as one lot, Lot 9 of Keetown Loop Plat 4. The project includes the construction of a single-story building that will include three (3) tenant spaces for restaurant, retail, and/or medical uses. The building is 5,870 square feet in area and 20’ 6” in height. A trash enclosure is provided at the west side of the site. Both the north and south ends of the building include a drive-through lane that runs along the east side of the building, with a pick-up window for potential tenants. The pick-up window is only for drive-through. The addition of menu boards will need to be approved as a separate permit by Community Development. An outdoor eating area is proposed on the northwest corner of the building. Existing access to the proposed site is from SE Ashworth Road, Grand Prairie Parkway, and SE Parkview Crossing Drive. Parking for the site is located west of the building. Five- and six-foot-wide sidewalks will be provided along the front entrance of the proposed building, along the south side and a portion of the west side of the building along SE Pleasant View Drive. An existing 10-foot-wide trail is provided adjacent to the site along Grand Prairie Parkway. A pedestrian connection is provided into the site from the sidewalk along SE Pleasant View Drive that runs north behind the proposed building. An additional six-foot-wide path will be located along the front of the building. An additional sidewalk will run south connecting to the existing sidewalk along SE Ashworth Road. A total of 53 parking spaces are required for the proposed site plan based on a use for restaurant, retail and office tenants. A total of 53 stalls are being provided including stalls adjacent west of the site, including four accessible spaces. Two bicycle parking spaces are being provided to comply with the requirements of the Kettlestone Design Guidelines. All public utilities are provided to the side. Storm water detention will be provided with the existing detention pond located west of SE Parkview Crossing Drive. A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is approximately 48.4%. Street trees will be installed along SE Ashworth Road with additional trees along the front entrance and south side of the property. Additional trees will be installed in the existing parking lot to the west. The required number of plantings being provided meet the Landscape and Open Space Ordinance and the Kettlestone Design Guidelines. The elevations of the building will be constructed of fiber cement board and brick veneer in different color variations with storefront glazing. The trash enclosure will be constructed of brick and composite wood to match the building. A photometric plan for the site lighting has been submitted and complies with the Site Plan Ordinance. The site plan is in general conformance with the Zoning Ordinance, Site Plan Ordinance, Kettlestone Design Guidelines, and Comprehensive Plan. Staff recommends approval of the site plan for KeeTown Loop F4 Ashworth subject to any remaining staff comments.
