AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat,
construction drawings, final plat, and site plan for Walnut Crossing and
Walnut Crossing Townhomes
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON:
The applicant in these requests is Greater Des Moines Habitat for Humanity and the owner of the
property is the City of Waukee. The subject property is located north of NW Douglas Parkway and
west of N. Warrior Lane. The City of Waukee purchased the property in February 2022, with the
intention of facilitating an affordable housing project on the property. In 2024, the City of Waukee
entered into a developer’s agreement with Greater Des Moines Habitat for Humanity to construct an
affordable owner-occupied townhome project on the property.
The final plat and site plan identify a total of 48 lots that are intended for a townhome development.
The lots will be developed in one phase. All proposed lots meet or exceed the minimum requirements
of the R-4 zoning district.
All units will be accessed by a public street (NW Hopewell Court) that runs north from NW Douglas
Parkway. The development will be accessed from NW Douglas Parkway. Sidewalks will be provided
internal to the site to provide pedestrian access.
All units will be served by public utilities. In addition, storm water management will be provided in
the regional detention basin located to the west that is owned by the City of Waukee.
Elevations of the various unit styles have been provided. The proposed units meet the requirements of
the Site Plan Ordinance. Proposed materials include lap siding, board and batten, and stone. Color
schemes provided include white, with various shades of brown to provide an architecturally pleasing
style.
Upon approval and recording of the final plat it is the intention of the City to transfer ownership of the
property to Greater Des Moines Habitat for Humanity to construct the improvements.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, final plat, and site plan request at their
meeting on February 11, 2025, and recommended approval:
Approval of a Preliminary Plat, Final Plat and Site Plan for Walnut Crossing Townhomes
Elizabeth Cramblet, Planner, introduced the request for approval of a preliminary, plat, final plat and
site plan for a multi-family townhome development, as requested by Greater Des Moines Habitat for

Humanity and the City of Waukee, represented by Brad Freeman with Clapsaddle-Garber Associates,
Inc.
The property is generally located north of NW Douglas Parkway and west of North Warrior Lane,
containing approximately 5.68 acres. The City of Waukee purchased the property in February 2022,
with the intention of facilitating an affordable housing project on the property. As part of the purchase
of the property, the City constructed NW Douglas Parkway and extended utilities to the site. In 2024,
the City of Waukee entered into a developer’s agreement with Greater Des Moines Habitat for
Humanity to construct an affordable owner-occupied townhome project.
The final plat and site plan identifies a total of 48 lots that are intended for the townhome
development. The lots will be developed in one phase. All proposed lots meet or exceed the
minimum requirements of the R-4 zoning district. The applicant has indicated the units are to be
owner-occupied. A total of 48 units are shown on the site plan. Building sizes shown include four-
unit and two-unit buildings. Four (4) 2-plexes and ten (10) 4-plexes are proposed. Units will be
mostly three bedrooms with approximately 1,700 – 2,300 square feet and some four-bedroom units
approximately 2,300 square feet in area. All buildings will be two-story buildings and will have a one-
car attached garage for each unit. A total of 96 parking spaces and 10 visitor spaces are required. The
site plan identifies 96 spaces being provided and 10 visitor spaces.
All units will be accessed by a public street (NW Hopewell Court) that runs north from NW Douglas
Parkway. The development will be accessed from NW Douglas Parkway. Sidewalks will be provided
internally to the site to provide pedestrian access. All units will be serviced by public utilities.
Stormwater detention will be provided in an existing detention pond in the parcel west of the site. The
City of Waukee will be responsible for the maintenance of the pond and public utilities. Garbage and
recycling services will be provided for each unit.
All proposed easements have been indicated on the final plat. All utilities are to be publicly owned
and maintained. Landscape buffers will be installed along the east side of the development. A
minimum of 20% open space is required, with the applicant providing 57.4% of open space (3.26
acres).
Elevations of the various unit styles have been provided. The proposed units meet the requirements of
the Site Plan Ordinance. Proposed materials include lap siding, board and batten, and stone. The color
scheme provided include white, with various shades of brown, to provide an architecturally pleasing
style.
All proposed lots and units meet the minimum requirements of the Zoning Ordinance, the final plat is
in general conformance with the Subdivision Ordinance, and the proposed land use of the property is
consistent with the Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat
and site plan for Walnut Crossing subject to remaining staff comments and review of legal documents.
Discussion as follows:
• General discussion regarding roof materials over the garage portion of the roof.
• Ryan Doyle, Director of Real Estate and Development, Greater Des Moines Habitat for
Humanity, provided information to the group that the proposed material is a steel product as
an accent material
Motion by Commissioner Broderick for approval of a Preliminary Plat for Walnut Crossing, seconded
by Commissioner Tessau. Ayes: Broderick, Tuel, Beenken, Tessau, Lohse, and Bankole. Nays:
None. Motion carried.
Motion by Commissioner Lohse for approval of a Final Plat for Walnut Crossing Townhomes,
seconded by Commissioner Tuel. Ayes: Broderick, Tuel, Beenken, Tessau, Lohse, and Bankole.
Nays: None. Motion carried.
Motion by Commissioner Tessau for approval of a Site Plan for Walnut Crossing, seconded by
Commissioner Bankole. Ayes: Broderick, Tuel, Beenken, Tessau, Lohse, and Bankole. Nays: None.
Motion carried.
RECOMMENDATION: Approve the resolutions subject to remaining staff comments.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for Walnut Crossing
Townhomes; AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 3rd day of March, 2025, that the Construction Drawings for Walnut Crossing Townhomes be
approved subject to remaining comments.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, CITY OF WAUKEE (OWNER) AND GREATER DES MOINES HABITAT FOR
HUMANITY (APPLICANT), have requested final plat approval of Walnut Crossing Townhomes (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on February 11, 2025, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Walnut Crossing Townhomes and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
3rd day of March, 2025, that the Final Plat for Walnut Crossing Townhomes be and the same is hereby
accepted and approved by the City Council of the City of Waukee.

POLLUTION PREVENTION PLAN
ALL CONTRACTORS/SUBCONTRACTORS SHALL CONDUCT THEIR OPERATIONS IN A MANNER THAT MINIMIZES EROSION
AND PREVENTS SEDIMENTS FROM LEAVING THE PROJECT SITE. THE PRIME CONTRACTOR SHALL BE RESPONSIBLE FOR
COMPLIANCE AND IMPLEMENTATION OF THE POLLUTION PREVENTION PLAN (PPP) FOR THEIR ENTIRE CONTRACT. THIS
RESPONSIBILITY SHALL BE FURTHER SHARED WITH SUBCONTRACTORS WHOSE WORK IS A SOURCE OF POTENTIAL
POLLUTION AS DEFINED IN THIS PPP.
1. SITE DESCRIPTION
THIS POLLUTION PREVENTION PLAN (PPP) IS FOR WALNUT CROSSING IN WAUKEE, IOWA.
THIS PPP COVERS APPROXIMATELY 5.68 ACRES WITH AN ESTIMATED 5.68 ACRES BEING DISTURBED. THE PORTION OF
THE PPP COVERED BY THIS CONTRACT HAS 5.68 ACRES BEING DISTURBED.
THE PPP IS LOCATED IN AN AREA OF CLARION-NICOLETT-WEBSTER SOIL ASSOCIATION. THE ESTIMATED AVERAGE
CURVE NUMBER FOR THIS PPP AFTER COMPLETION WILL BE 85.
REFER TO THIS SHEET, AND THE GRADING SHEETS FOR LOCATIONS OF TYPICAL SLOPES, DITCH GRADES, AND MAJOR
STRUCTURAL AND NONSTRUCTURAL CONTROLS. A COPY OF THIS PLAN WILL BE ON FILE AT THE PROJECT ENGINEER'S
OFFICE. RUNOFF FROM THIS WORK WILL FLOW INTO POND AND ONTO LITTLE WALNUT CREEK.
2. POTENTIAL SOURCES OF POLLUTION
SITE SOURCES OF POLLUTION GENERATED AS A RESULT OF THIS WORK RELATE TO SILTS AND SEDIMENT WHICH MAY
BE TRANSPORTED AS A RESULT OF A STORM EVENT. HOWEVER, THIS PPP PROVIDES CONVEYANCE FOR OTHER
NON-PROJECT RUNOFF THAT IS BEYOND THE CONTROL OF THIS PPP. POTENTIALLY THIS RUNOFF CAN CONTAIN
VARIOUS POLLUTANTS RELATED TO SITE-SPECIFIC LAND USES. EXAMPLES ARE:
RURAL AGRICULTURAL ACTIVITIES - RUNOFF FROM AGRICULTURAL LAND USE CAN POTENTIALLY CONTAIN CHEMICALS
INCLUDING HERBICIDES, PESTICIDES, FUNGICIDES, AND FERTILIZERS.
COMMERCIAL AND INDUSTRIAL ACTIVITIES - RUNOFF FROM COMMERCIAL, INDUSTRIAL, AND COMMERCE LAND USE
MAY CONTAIN CONSTITUENTS ASSOCIATED WITH THE SPECIFIC OPERATION. SUCH OPERATIONS ARE SUBJECT TO
POTENTIAL LEAKS AND SPILLS WHICH COULD BE COMMINGLED WITH RUNOFF FROM THE FACILITY. POLLUTANTS
ASSOCIATED WITH COMMERCIAL AND INDUSTRIAL ACTIVITIES ARE NOT READILY AVAILABLE SINCE THEY ARE TYPICALLY
PROPRIETARY.

3. CONTROLS
PRIOR TO BEGINNING GRADING, EXCAVATION, OR CLEARING AND GRUBBING OPERATIONS, SILT FENCE SHALL BE
PLACED ALONG THE PERIMETER OF THE AREAS TO BE DISTURBED AT LOCATIONS WHERE RUNOFF CAN MOVE OFFSITE.
VEGETATION IN AREAS NOT NEEDED FOR CONSTRUCTION SHALL BE PRESERVED. AS AREAS REACH THEIR FINAL
GRADE, ADDITIONAL SILT FENCE, SILT BASINS, COMPOST FILLED SOCKS, & INTERCEPTING DITCHES SHALL BE
INSTALLED AS SPECIFIED IN THE PLANS AND/OR AS REQUIRED BY THE PROJECT ENGINEER. THIS WILL INCLUDE USING
SILT FENCE OR EQUIVALENT AS DITCH CHECKS AND TO PROTECT INTAKES. TEMPORARY STABILIZING MULCH SHALL BE
COMPLETED AS THE DISTURBED AREAS ARE CONSTRUCTED. IF CONSTRUCTION ACTIVITY IS NOT PLANNED TO OCCUR
IN A DISTURBED AREA FOR AS LEAST 14 DAYS, THE AREA SHALL BE STABILIZED BY TEMPORARY MULCHING
IMMEDIATELY. OTHER STABILIZING METHODS SHALL BE USED OUTSIDE THE SEEDING PERIOD.
THIS WORK SHALL BE DONE IN ACCORDANCE WITH THE SPECIFICATIONS.
AS THE WORK PROGRESSES, ADDITIONAL EROSION CONTROL ITEMS SUCH AS SEDIMENT TRAPS, AND OTHER
APPROPRIATE MEASURES SHALL BE INSTALLED BY THE PRIME OR SUBCONTRACTOR AS DETERMINED BY THE
ENGINEER AFTER FIELD INVESTIGATION. THE CONSTRUCTION WILL BE COMPLETED WITH THE ESTABLISHMENT OF
PERMANENT PERENNIAL VEGETATION OF ALL DISTURBED AREAS.
4. OTHER CONTROLS
CONTRACTOR DISPOSAL OF UNUSED CONSTRUCTION MATERIALS AND CONSTRUCTION MATERIAL WASTES SHALL
COMPLY WITH APPLICABLE STATE AND LOCAL WASTE DISPOSAL, SANITARY SEWER, OR SEPTIC SYSTEM REGULATIONS.
IN THE EVENT OF A CONFLICT WITH OTHER GOVERNMENTAL LAWS, RULES AND REGULATIONS, THE MORE RESTRICTIVE
LAWS, RULES OR REGULATIONS SHALL APPLY.
5. APPROVED STATE OR LOCAL PLANS
DURING THE COURSE OF THIS CONSTRUCTION, IT IS POSSIBLE THAT SITUATIONS WILL ARISE WHERE UNKNOWN
MATERIALS WILL BE ENCOUNTERED. WHEN SUCH SITUATIONS ARE ENCOUNTERED, THEY WILL BE HANDLED
ACCORDING TO ALL FEDERAL, STATE AND LOCAL REGULATIONS IN EFFECT AT THE TIME.
6. MAINTENANCE
THE CONTRACTOR IS REQUIRED TO MAINTAIN ALL TEMPORARY EROSION CONTROL MEASURES IN PROPER WORKING
ORDER, INCLUDING CLEANING, REPAIRING, OR REPLACING THEM THROUGHOUT THE CONTRACT PERIOD. CLEANING OF
SILT CONTROL DEVICES SHALL BEGIN WHEN THE FEATURES HAVE LOST 50% OF THEIR CAPACITY.
7. INSPECTIONS
INSPECTIONS SHALL BE MADE JOINTLY BY THE CONTRACTOR AND THE CONTRACTING AUTHORITY (IF APPLICABLE) EVERY SEVEN CALENDAR
DAYS. THE CONTRACTOR SHALL IMMEDIATELY BEGIN CORRECTIVE ACTION ON ALL DEFICIENCIES FOUND. THE FINDINGS OF THIS
INSPECTION SHALL BE RECORDED IN THE SWPPP BOOKLET OR PROJECT DIARY. THIS PPP MAY BE REVISED BASED ON THE FINDINGS OF THE
INSPECTION. THE CONTRACTOR SHALL IMPLEMENT ALL REVISIONS. ALL CORRECTIVE ACTIONS SHALL BE COMPLETED WITHIN 3 CALENDAR
DAYS OF THE INSPECTION.
8. NON-STORM DISCHARGES
THIS INCLUDES SUBSURFACE DRAINS (I.E. LONGITUDINAL AND STANDARD SUBDRAINS), SLOPE DRAINS AND BRIDGE END DRAINS. THE
VELOCITY OF THE DISCHARGE FROM THESE FEATURES MAY BE CONTROLLED BY THE USE OF PATIO BLOCKS, CLASS A STONE OR EROSION
STONE.
9. GENERAL NOTES
A.THE ABOVE PLAN IS NOT THE COMPLETE STORM WATER PREVENTION PLAN (SWPPP), BUT RATHER A PART OF THE SWPPP THAT IS TO
BE UPDATED REGULARLY BY THE CONTRACTOR. IT IS PRIME CONTRACTORS RESPONSIBILITY TO DEVELOP AND UPDATE THE SWPPP
PLAN AS NEED AS WELL AS CONDUCT ANY NECESSARY INSPECTIONS IN ACCORDANCE WITH IOWA DNR, EPA, AND JURISDICTION
GUIDELINES. THE CONTRACTOR SHALL BE RESPONSIBLE FOR IDENTIFYING ANY DEFICIENCIES, CORRECTING THOSE DEFICIENCIES
IMMEDIATELY AND DOCUMENTING SUCH WITH THE SWPPP. ALL EROSION CONTROL ITEMS SHALL BE REMOVED AT THE END OF THE
PROJECT.
B.ALL STOCK PILES NOT INTENDED TO BE REDISTRIBUTED IN 14 DAYS MUST BE SEEDED OR OTHERWISE CONTROLLED WITH EROSION
CONTROL FEATURES IMMEDIATELY AFTER STOCK PILING. STOCK PILE LOCATIONS SHALL BE APPROVED BY THE OWNER.
C.THE GENERAL CONTRACTOR SHALL PROVIDE CONTAINMENT OF ALL SOURCES OF POTENTIAL POLLUTION INCLUDING FUELING AREA,
PORTABLE SANITARY FACILITIES, WASTE DEPOSITORY AREAS (DUMPSTER LOCATIONS), AND OTHER POLLUTION SOURCES. ALL AREAS
WHERE CONCRETE TRUCKS ARE WASHED OUT SHALL BE DEFINED AND CONTAINED ON SITE. CONCRETE WASHOUT AREA SHALL BE
CLEARLY MARKED AND THE CONTRACTOR SHALL CLEAN OUT THIS AREA PRIOR TO FINALIZING THE PROJECT (INCIDENTAL). ALL
EROSION CONTROL DEVICES MUST BE MAINTAINED AS STATED IN THE POLLUTION PREVENTION PLAN.
D.CONTRACTOR SHALL TAKE PRECAUTIONS TO INSURE THAT EQUIPMENT, VEHICLES, AND PLANTING OPERATIONS DO NOT DISTURB OR
DAMAGE EXISTING GRADES, WALLS, DRIVES, PAVEMENT, UTILITIES, PLANTS, LAWNS, IRRIGATION SYSTEMS, AND OTHER FACILITIES.
REPAIR, REPLACE, AND/OR RETURN TO ORIGINAL CONDITION ANY DAMAGED ITEM, WITHOUT ADDITIONAL COMPENSATION.
E.THE CONTRACTOR SHALL PREVENT ACCUMULATION OF EARTH, SILTATION, OR DEBRIS ON ADJOINING PUBLIC OR PRIVATE PROPERTY
FROM THE PROJECT SITE. REMOVE ANY ACCUMULATION OF EARTH OR DEBRIS IMMEDIATELY AT NO COST TO THE OWNER. TAKE
REMEDIAL ACTIONS FOR PREVENTION, REPAIR, REPLACE, AND/OR RETURN TO ORIGINAL CONDITION, WITHOUT ADDITIONAL
COMPENSATION.
F.THE COST FOR THIS WORK SHALL BE INCLUDED IN THE CONTRACTOR'S BASE BID.
