AGENDA ITEM: Consideration of approval of resolution approving a revised site plan for
Kettlestone Central - Gymnasium
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a revised site plan
for a commercial building, located north of SE University Avenue and east of
SE Alice’s Road.
The revised site plan includes revising the originally approved building
elevations. The original building elevations included mostly brick, EIFS and
storefront glazing. The revised building elevations include more brick, no
EIFS, and the addition of fabric awnings over the storefronts. The revised site
plan also shows the removal of the bump out on the southwest corner of the
building. No other changes are proposed.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the revised site plan request at their meeting on March 25, 2025,
and recommended approval:
Approval of a Revised Site Plan for Kettlestone Central - Gymnasium (2045 Glacier Trail)
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a proposed revised site
plan and restroom building elevations for Kettlestone Central – Gymnasium, as requested by Jensen
Group. Jensen Group submitted for site plan approval for Kettlestone Central - Gymnasium and was
granted approval by City Council on September 18, 2023, for the two buildings that are currently
being constructed on site. Each building is 55,380 square feet in area and each building will include six
basketball courts. The original site plan also included one outdoor basketball court. The developer has
since reached out to City staff about revising the outdoor area between the two buildings.
The proposed revised site plan includes revising the outdoor court area to include two basketball courts
instead of the original one planned. The revised site plan also includes the addition of an outdoor
restroom building that is approximately 605 square feet in area and just under 13 feet in height. The
restroom building is proposed along the east side of the site, just to the east of the proposed outdoor
courts. The building elevations of the proposed outdoor restroom building will be constructed mostly
of brick to match the two large buildings that are currently being constructed on site. Other minor
changes are proposed to the site including adding a decorative retaining wall for an entrance feature to
the outdoor courts and adjusting sidewalk alignment to accommodate the revised changes to the
outdoor courts area.
At this time, staff would recommend approval of the revised site plan for Kettlestone Central –
Gymnasium.
Discussion as follows:

• General discussion with Erin Ollendike of Civil Design Advantage of the location, size and
function of the retaining wall; confirmation its function is to direct foot traffic in the area
• Confirmation that the design change does not impact parking; space that already exists in the
design is being utilized for an extra court and a restroom
• Discussion of spectator seating and confirmation from Erin Ollendike of Civil Design
Advantage that there is no permanent seating, but space exists for spectators to bring their own
chairs
Motion by Commissioner Broderick for approval of a Revised Site Plan for Kettlestone Central –
Gymnasium (2045 SE Glacier Trail), seconded by Commissioner Streight. Ayes: Nays: Broderick,
Streit, Bankole, Beenken, Lohse, and Tuel. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the revised site plan for
Kettlestone Central - Gymnasium subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Revised Site Plan for Kettlestone Central - Gymnasium, subject to remaining staff comments
on March 25, 2025; AND,
WHEREAS, the Revised Site Plan for Kettlestone Central - Gymnasium is in general
conformance with §160 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Revised Site Plan for Kettlestone Central - Gymnasium is in general
conformance with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal
Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 7th day of April, 2025, that the Revised Site Plan for Kettlestone Central - Gymnasium is
approved subject to remaining staff comments.

2. SPECIAL INSPECTIONS FOR THROUGH PENETRATIONS, MEMBRANE PENETRATION FIRESTOPS, FIRE-RESISTANT
JOINT SYSTEM AND PERIMETER FIRE BARRIER SYSTEMS SHALL BE PERFORMED IN ACCORDANCE WITH IBC
1705.17.1 AND 1705.17.2.
