AGENDA ITEM: Consideration of approval of resolution approving a preliminary plat and final
plat for Kee West Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and final plat for Kee West Plat 1, located south of Ashworth Road and west
of Grand Prairie Parkway, containing 25.97-acres. The property is zoned K-
RR, Kettlestone Retail Regional District.
The plat includes one lot and one outlot for commercial development. Lot 1 is
1.52-acres in area and meets the minimum requirements of the K-RR zoning
district.
No new public streets are associated with this plat. Access into Lot 1 will be
provided with a future right-in/right-out access off of Grand Prairie Parkway.
Another access for Lot 1 will be provided off of SE Kettlestone Boulevard.
Public utilities will be extended throughout the plat. Stormwater detention will
be provided within a regional storm water pond, located to the west.
All proposed easements have been indicated on the preliminary plat and final
plat. A public trail easement will be provided for the trail underpass that runs
under Grand Prairie Parkway and for a trail connection to run east/west across
the proposed plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat and final plat at their meeting on March
11, 2025, and recommended approval:
Approval of a Preliminary Plat and Final Plat for Kee West Plat 1
Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat and
final plat for a commercial development, as requested by AP GPP, LC, represented by Paul Clausen
with CEC.
The property is generally located south of Ashworth Road and west of Grand Prairie Parkway, within
the master planned Kettlestone district, containing approximately 25.97-acres.
The preliminary and final plat identifies one lot and an outlot. Lot 1 is 1.52-acres in area and is located
at the southeast corner of the site. Outlot Z is 22.90-acres in area. Outlot Z will be platted in the future
as development occurs. Lot 1 is intended for future commercial development.

No new public streets are associated with this plat. A portion of the property along the west will be
deeded as a public street (SE Parkview Crossing Drive) to be built with the Kettlestone Lakes
development to the west. Access into Lot 1 will be provided with a future right-in/right-out access
from Grand Prairie Parkway. Another access for Lot 1 will be provided into the overall development
from SE Kettlestone Boulevard. This access will be full access at this time, but in the future, as traffic
warrants, this access point may be restricted to a right-in/right-out. Future access points are shown
along both SE Parkview Crossing Drive and SE Ashworth Road.
A public trail easement will be provided for the trail underpass that runs under Grand Prairie Parkway

Motion by Commissioner Broderick for approval of a Preliminary Plat for Kee West Plat I, seconded
by Commissioner Lohse. Ayes: Broderick, Bankole, Beenken, Lohse, and Tuel. Recusal: Tessau.
Nays: None. Motion carried.
Motion by Commissioner Lohse for approval of a Final Plat for Kee West Plat I, seconded by
Commissioner Bankole. Ayes: Broderick, Bankole, Beenken, Lohse, and Tuel. Recusal: Tessau.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat and final
plat for Kee West Plat 1 subject to remaining staff comments and review of
the legal documents.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Kee West Plat 1 on March 11, 2025; AND,
WHEREAS, the Preliminary Plat for Kee West Plat 1 is in general conformance with section
§176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 7th day of April, 2025, that the Preliminary Plat for Kee West Plat 1 be approved subject
to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, AP GPP, LC, has requested final plat approval of Kee West Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 11, 2025, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kee West Plat 1 and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
7th day of April, 2025, that the Final Plat for Kee West Plat 1 be and the same is hereby accepted and
approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Private Ingress/Egress Easement;
3. Public Access and Recreational Trail Easement;
4. Public Sanitary Sewer Easement;
5. Public Storm Sewer Easement;
