APPROVING JOB DESCRIPTION AND PAY GRADE
[INFRASTRUCTURE SUPERINTENDENT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City Administrator, Public Works Director, and Human Resources Director
propose the creation of an Infrastructure Superintendent job description; AND,
WHEREAS, the pay grade for the Infrastructure Superintendent shall be N31; AND,
WHEREAS, the City Administrator, Public Works Director and Human Resource Director
recommend establishing the position and approving the job description and pay grade.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of May 2025, that it hereby approves the job description and pay grade for
Infrastructure Superintendent.

JOB DESCRIPTION
Job Title: Infrastructure Superintendent Reports to: Asst. PW Director-Operations
Dept/Div: Public Works/Infrastructure Direct Reports: Infrastructure Services Technicians
Pay Grade: N31 Seasonal Staff
FLSA Status: Non-Exempt
JOB PURPOSE: The Infrastructure Superintendent is responsible for managing a wide range of public
works projects and ensuring the safe and efficient operation of streets, water distribution
and sanitary sewer collection systems, stormwater systems, and other infrastructure
assets. The position ensures compliance with all applicable safety rules, regulations, and
procedures while supervising staff, coordinating daily operations, managing budgets,
and maintaining high standards of service quality and safety
ESSENTIAL FUNCTIONS:

1. Leads the Infrastructure Division staff through hiring, promotion, orientation, training, assigning and directing,
performance management (reward, discipline, suspension and discharge) according to standard operating
procedures, City policy and departmental rules and regulations.
2. Ensures the Public Works Department policies, procedures, regulations, programs, systems, operations,
goals and objectives are met.
3. Oversees the financial aspects of the Infrastructure Division operations, including accounting for
department revenues, approving expenditures, keeping accurate inventory and preparing the annual
Capital Improvement Plan (CIP) and budget request.
4. Supervises and coordinates daily activities by determining manpower, equipment and material needs for
specific jobs, providing instruction and guidance and inspecting final product.
5. When necessary, performs all duties of direct reports which will include demonstrated proficiency in all
aspects of public works functions and operations.
6. Responds to customer complaints pertaining to all areas of responsibility; investigates causes, takes
corrective action as appropriate and maintains records of resolutions.
7. Responds to emergency and on-call situations for any Public Works Division in a timely manner.
8. Plows snow during regular business hours and after-hours during snow emergencies.
9. Performs other duties or assumes other responsibilities as apparent or assigned.

9. Perform work in a safe manner complying with all applicable safety rules, regulations and procedures while
protecting self and all others from injury.
10. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and
procedures ensuring that all work performed and all staff members meet those standards while exhibiting
consistent treatment of all staff.
QUALIFICATIONS:
1. High School diploma or GED required; Associate’s Degree or technical training preferred.
2. Minimum of five years' successful experience in a similar position.
3. Minimum of three years’ successful experience leading staff.
4. Confident in the use of computers and tablets and able to be trained in software required to complete the
functions of the position.
5. Good working knowledge of the operation of streets, water distribution, sanitary sewer collection systems,
stormwater collection systems, street lighting systems, fiber optic network systems and other Public Works
infrastructure assets.
6. Must possess a valid Class B Iowa Commercial Driver’s License (CDL) with air brake endorsements or
ability to obtain within 30 days of hire and meet the requirements of the City’s motor vehicle policy.
PHYSICAL REQUIREMENTS:
1. Able to regularly lift, carry, push and pull up to 50 pounds and frequently lift and/or move more than 75
pounds.
2. Able to move objects weighing over 100 pounds using assistive devices multiple times during the day.
3. Able to enter manholes.
4. Able to climb different types of ladders and stairs.
5. Able to enter and work in confined space with proper training and personal protective equipment (PPEs).
6. Must have an acute sense of smell to readily detect an unsafe environment.
7. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather.
8. Must be able to effectively communicate orally (in person and over the telephone) and in writing (using
electronic devices and handwritten) in English with other employees, businesses and community members.
WORKING CONDITIONS:
1. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may
be encountered.
2. Subject to on-call duties and emergency call-ins.
3. May be exposed daily to odors, dusts and gasses that may be uncomfortable or hazardous if proper
procedures are not followed.
4. During different job duties the noise inside or outside can become very loud.
5. Position requires travel within and outside of the City which imposes common travel hazards.
6. Standard work hours will be Monday-Friday 7:00AM – 3:30PM with occasional hours including evenings,
overnights, and weekends as required.
7. To successfully fulfill the essential functions of this position, employee must maintain standard work hours
within the Waukee Public Works Building.
8. The employee in this position is required to reside within a 30 minute driving radius of the City limits due to
the need to respond to emergency calls in a timely manner to protect the health, safety and welfare of the
citizens of Waukee.
