AGENDA ITEM: Consideration of approval of resolution approving a site plan for Iowa Ortho
Waukee (2425 Grand Prairie Parkway)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a
medical office building, located east of Grand Prairie Parkway and north of
SE Tallgrass Lane, containing 2.00-acres.
The project includes the construction of a single-story medical office building.
The building is just under 16,000 square feet in area and 19 feet in height. The
main entrance to the building is shown along the west side of the building
with a canopy. A service drive/loading zone is shown along the north side of
the building. A trash enclosure is located at the northeast corner of the site and
a monument sign is shown at the southwest corner of the site.
One access will be provided into the site off of SE Tallgrass Lane. Two other
accesses will be provided into the site at the north from the adjacent property.
A ten-foot-wide trail exists adjacent to the property along Grand Prairie
Parkway. A ten-foot-wide trail will be provided adjacent to the site along SE
Tallgrass Lane. A total of 46 parking spaces are required, they are providing
96 spaces.
The site will be serviced with all public utilities. Stormwater detention will be
provided with an existing pond located off-site, just to the east of the subject
site.
A minimum of 20% of the site is required to be open space, they are providing
33%. The required amount of plantings are being provided.
The elevations of the building will be constructed of mostly brick and metal
wall panels. The trash enclosure will be composed of brick with a metal gate
to match the building.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on April 22, 2025, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a medical
office building, as requested by Iowa Ortho, represented by Keith Weggen of Civil Design Advantage.

The property is generally located east of Grand Prairie Parkway and north of SE Tallgrass Lane, within
the Kettlestone Corridor, and includes two (2) acres. The property was platted as a lot with the
Kettlestone Central South Plat 2 development.
The project includes the construction of a single-story medical office building. The building is 15,843
sq ft in area and 19-ft in height. The main entrance to the building is shown along the west side of the
building with a canopy. A service drive/loading zone is indicated along the north side of the building.
A trash enclosure is located at the northeast corner of the site. A monument sign is proposed at the

within the Kettlestone Master Plan for the subject property is office. The proposed site plan is
consistent with the Kettlestone Master Plan.
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, Kettlestone Design Guidelines, and Comprehensive Plan. Staff recommends approval of
the site plan for Iowa Ortho Waukee subject to any remaining staff comments.
Discussion as follows: (None)
Motion by Commissioner Bankole for approval of a Site Plan for Iowa Ortho Waukee, seconded by
Commissioner Lohse. Ayes: Bankole, Beenken, Lohse, and Tuel. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan for Iowa Ortho
Waukee subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Iowa Ortho Waukee, subject to remaining staff comments on April 22, 2025;
AND,
WHEREAS, the Site Plan for Iowa Ortho Waukee is in general conformance with §160 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Iowa Ortho Waukee is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of May, 2025, that the Site Plan for Iowa Ortho Waukee is approved subject to
remaining staff comments.
