Snyder & Associates has reviewed the payment estimate and recommends payment. The partial payment is for the pay period January 31, 2025 to May 12, 2025. This pay estimate is for construction/installation of all remaining contract and change order items except one pedestrian pushbutton including: traffic signal heads, signal cabinet modifications, signal cabinet replacements, battery backup systems, APS pushbuttons, and signal cables. Attached is partial payment application #3 for the project. The project utilizes 3% retainage, per the Iowa DOT’s maximum. We recommend the payment of $294,507.32 to the contractor, Iowa Signal, Inc. This represents about 100% of the total project cost, less withheld retainage. After the final pushbutton is installed following clearance for the work from the Union Pacific Railroad, another pay application will be issued recommending the release of the retainage for full project completion.
