Transportation’s Safe Streets and Roads for All (SS4A) Grant Program
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: This resolution supports the Des Moines MPO’s grant
application for the Safe Streets and Roads for All program. In addition to seeking to improve regional
roads and safety measures, the application includes funding to build an underpass connecting the Heart
of the Warrior Trail with the trailhead to the Raccoon River Valley Trail from 10th Street under
Hickman Road (US Highway 6).
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The construction budget for the
trail underpass is $2.4 million and the MPO is successful, the grant requires a
20% local match of $600,000

RESOLUTION 2025-
A RESOLUTION IN SUPPORT OF THE DES MOINES AREA METROPOLITAN
PLANNING ORGANIZATION MULTIJURISDICTIONAL APPLICATION TO THE
U.S. DEPARTMENT OF TRANSPORTATION’S SAFE STREETS AND ROADS FOR
ALL (SS4A) GRANT PROGRAM
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the U.S. Department of Transportation has established the Safe Streets and Roads
for All (SS4A) discretionary grant program to fund initiatives that significantly reduce or
eliminate roadway fatalities and serious injuries; AND,
WHEREAS, the Des Moines Area Metropolitan Planning Organization (MPO) recognizes the
critical need to address traffic-related deaths and serious injuries in a proactive and collaborative
manner, consistent with the principles of Vision Zero and the National Roadway Safety Strategy
outlined in the recently adopted Comprehensive Safety Action Plan; AND,
WHEREAS, having a compliant Comprehensive Safety Action Plan is a required prerequisite
for application of an implementation grant under the SS4A; AND,
WHEREAS, the Des Moines Area MPO, in coordination with its member governments,
developed and approved a SS4A-compliant Comprehensive Safety Action Plan making the area
eligible for SS4A implementation grants starting with the FY2025 round of SS4A; AND,
WHEREAS, the Des Moines Area MPO Comprehensive Safety Action Plan identifies a high-
risk injury roadway network and project needs, including the project(s) under the City of
Waukee’s responsibility; AND,
WHEREAS, participation in this multijurisdictional SS4A grant application does not preclude
the City of Waukee from independently pursuing additional funding or safety-related initiatives;
AND,
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Waukee
formally supports the submission of the multijurisdictional application to the U.S. Department of
Transportation’s SS4A grant program, and authorizes the mayor or her designee to participate in
the application process and to take any necessary actions in support of the joint effort, including
execution of Memoranda of Understanding, cost-sharing agreements, or other related documents;
AND,
BE IT FURTHER RESOLVED, that the City of Waukee affirms its commitment to participate
in the development and implementation of the roadway safety audit program and low-cost safety
countermeasure program and to contribute, as appropriate, to any required local match or in-kind
support for projects identified in our jurisdiction; AND,
BE IT FURTHER RESOLVED, that the City of Waukee commits to providing a local
financial match [of/up to] 20 percent of the cost for the Waukee Regional Trail Connection and
Safety Improvements project on NW 10th Street from Ashworth Drive to U.S. Highway 6
contingent upon award of grant funds under the U.S. Department of Transportation’s Safe Streets
and Roads for All (SS4A) program; AND,
BE IT FURTHER RESOLVED, that the local match shall be provided from the Capital
Improvement Budget and will be included in the appropriate fiscal year budget for the project
duration; AND,
BE IT FURTHER RESOLVED, that the mayor is hereby authorized to include this financial
commitment in the grant application and to execute all necessary documents to fulfill this
obligation if the grant is awarded.
Passed by the City Council of the City of Waukee, Iowa, and approved the 2nd day of June, 2025.
