AGENDA ITEM:Consideration of approval of a resolution authorizing the City of Waukee
to submit an application for funding from the State Recreational Trails
Program of the Department of Transportation (DOT) for the funding of
development of the Waukee Regional Trail Connection and Safety
Improvements Project.

SYNOPSIS INCLUDING PRO & CON: City staff have prepared an application to request
funding from the State Recreational Trails Program through the Iowa Department of
Transportation for the Waukee Regional Trail Connection and Safety Improvements Project.
This project includes the construction of two pedestrian underpasses near the intersection of W
Hickman Rd and 10th Street as well as widening 10th Street from two to four lanes both north and
south of W Hickman Road.
The proposed funds are for federal fiscal year (FFY) 2029. The estimated total project cost is
$7.17 million. City staff are recommending a request for $300,000 for FFY 2029. The City of
Waukee has also applied for a Federal Recreation Trail Grant ($300,000 request, awaiting award
notification) and the Des Moines Area Metropolitan Planning Organization’s FY 2029 STBG Set-
Aside Grant ($500,000 awarded).

RESOLUTION 2025-
AUTHORIZING THE CITY OF WAUKEE TO SUBMIT AN APPLICATION FOR
FUNDING FROM THE STATE RECREATIONAL TRAILS PROGRAM OF THE
DEPARTMENT OF TRANSPORTATION (DOT) FOR THE FUNDING OF
DEVELOPMENT OF THE WAUKEE REGIONAL TRAIL CONNECTION AND
SAFETY IMPROVEMENTS PROJECT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City Council is a valid and functioning entity of the City of Waukee in Dallas
County; AND,
WHEREAS, the State Recreational Trail Program provides funding at the state level to local
jurisdictions for the development of eligible projects; AND,
WHEREAS, the program is administered by the Iowa Department of Transportation which
prioritizes and ranks all project applications; AND,
WHEREAS, the City of Waukee, have commenced planning and design for this project; AND,
WHEREAS, the project is planned to be constructed as a coordinated part of the Waukee
Regional Trail Connection and Safety Improvements Project being led by the City of Waukee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WAUKEE, IOWA:
1.The Waukee City Council supports and approves the application made for State
Recreational Trail Program Funds.
2.The Waukee City Council hereby commits to the Iowa Department of Transportation to
secure matching monies as required by the Program funding.
3.The Waukee City Council hereby commits to accepting and maintaining these
improvements for a minimum of twenty (20) years following the completion.
4.The Waukee Mayor is hereby authorized to approve and execute the application and
award agreement on behalf of the Waukee City Council.
Passed by the City Council of the City of Waukee, Iowa and approved on the 2nd day of June,
2025.
