HomeMy WebLinkAbout2025-06-02 I02 Casey's 4658_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 2, 2025 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Casey’s #4658 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a commercial development for a convenience store and gas station, located north of SE Kettlestone Boulevard and west of Grand Prairie Parkway, containing 1.51-acres. The project includes the construction of a single-story building for a Casey’s gas station and convenience store located at 3090 Grand Prairie Parkway. The building is 4,569 square feet in area with 9 fuel canopy and 10 fuel pumps. The building will be just over 21-feet in height. A trash enclosure will be provided at the northwest side of the building and a monument sign is proposed at the southeast corner of the site. There will be two access points to this site, one off of Grand Prairie Parkway (east of the site) and the other off SE Kettlestone Boulevard (south of the site). A total of 24 parking spaces are required, they are providing the 29 spaces, including 1 accessible space and 5 bicycle parking spaces. All utilities exist in the immediate vicinity of this property and will be provided to this site. A grease interceptor is shown just to the south of the building. A minimum of 20% of the site is required to be open space, they are providing 31%. The required amount of plantings are being provided. The elevations of the building will be constructed primarily of brick with some stone accents and storefront glazing. The trash enclosure will have brick to match the building, and the fuel canopies will be constructed of red facia and brick columns to complement the building and be consistent with the Kettlestone Design Guidelines. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their meeting on May 27, 2025, and recommended approval: Items 5: Approval of a Site Plan for Casey’s #4658 (3090 Grand Prairie Parkway) Elizabeth Cramblet, City Planner, introduced the request for approval of a site plan for a convenience store/gas station, as requested by Casey’s Marketing Company. I2 The property is generally located north of SE Kettlestone Boulevard and west of Grand Prairie Parkway, and contains approximately 1.51 acres, within the Kettlestone Master Plan corridor. The subject property was recently platted as Lot I as part of the Kee West Plat I Final Plat, which was specifically platted for future commercial development. The project involves the construction of a single-story Casey’s General Store that is proposed to be 4,569 square feet in area along with 9 (nine) fuel canopy and 10 (ten) fuel pumps. A monument sign is planned at the southeast corner of the site. The fuel storage tanks will be located underground on the east side of the property. A trash enclosure is located on the northwest side of the building. The convenience store is proposed to be just over 21-feet in height and the gas canopy will be just over 20- feet in height. The subject property is within the Kettlestone Corridor. The land use shown within the Kettlestone Master Plan for the subject property is retail regional. The proposed site plan is consistent with the Kettlestone Master Plan. A photometric plan for the site lighting has been submitted and complies with the requirements of the Site Plan Ordinance. The site plan is in general conformance with the Site Plan Ordinance, Kettlestone Design Guidelines, and the Comprehensive Plan. Staff recommend approval of the Site Plan for Casey’s #4658 subject to remaining staff comments.
