[Little Walnut Creek Drive Water Main Improvements Project]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: Bids were received on June 11, 2025, with five
general contractors submitting bids. The engineer’s estimate for the project was $590,000.00.
The apparent low bid was submitted by Max Smith Construction, LLC of Creston, Iowa for
$485,008.00. This bid is approximately 18% below the engineer’s estimate.
Veenstra & Kimm, Inc. recommend awarding the project to Max Smith Construction, LLC of
Creston, Iowa for the amount of $485,008.00. The City does not have prior experience working
with Max Smith Construction, LLC however V&K does have recent satisfactory experience
working with Max Smith Construction, LLC in Casey, IA ($520,000 water main project),
Denison, IA ($1.1M water main project) and Dallas Center, IA ($340,000 water main project).
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:

STAFF REVIEW AND COMMENT: Staff recommend awarding the project Max Smith
Construction, LLC of Creston, Iowa for the amount of $485,008.00.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE LITTLE WALNUT CREEK DRIVE
WATER MAIN IMPROVEMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Little Walnut Creek Drive Water Main Improvements, described in the
plans and specifications heretofore adopted by this Council on June 16, 2025, be and is hereby
accepted, the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Max Smith Construction, LLC,of Creston, IA
Amount of bid:$485,008.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

The City of Waukee received bids until 2:00 P.M. on Wednesday, June 11, 2025, for the Little
Walnut Creek Drive Water Main Improvements project. A total of five bids were received as

Smith Construction in the amount of $485,008.00 based on their bid received June 11, 2025.
