AGENDA ITEM: Consideration of approval of a resolution approving an extension of the site
plan for New Horizon Academy (905 NW Douglas Parkway)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: New Horizon Academy, requests approval of an extension
of the site plan for a daycare located north of NW Douglas Parkway and east
of NW 10th Street. The site plan was originally approved by the City Council
on June 17, 2024. Chapter 160 of the Waukee Municipal Code allows an
applicant to request one one-year extension of a site plan approval if
construction has not commenced within one year of the original approval date.
There are no proposed changes to the site plan.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the June 10, 2025, Commission Meeting and recommended approval of
the extension:

Melissa DeBoer, Planning Coordinator, introduced the request to grant an extension of site plan
approval, as requested by New Horizon Academy.
The subject property is located at 905 NW Douglas Parkway, north NW Douglas Parkway and east of
NW 10th Street. This location received site plan approval by the City Council on June 17, 2024. The
approved site plan includes a 12,600 square foot building for a daycare facility. The site also includes
an outdoor playground area to be fenced. The applicant requests an extension for their approved site
plan for another year. Nothing on the plans has changed.
Staff recommends approval of the extension for the approved site plan
Discussion as follows: (None)
Motion by Commissioner Streit to approve the extension of Site Plan Approval for New Horizon
Academy (905 NW Douglas Parkway), seconded by Commissioner Bankole. Ayes: Streit, Bankole,
Beenken, and Tuel. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan extension request.

RESOLUTION 2025-
APPROVING AN EXTENSION OF THE SITE PLAN FOR NEW HORIZON
ACADEMY (905 NW DOUGLAS PARKWAY)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized
Municipal Organization; AND,
WHEREAS, the Waukee City Council approved the Site Plan for New Horizon Academy on
June 17, 2024; AND,
WHEREAS, the approved site plan will become null and void on June 17, 2025, as a
building permit has not been approved and actual construction has not begun prior to this
date; AND,
WHEREAS, the developer has applied for a one (1) year extension of the site plan in
accordance with Waukee Municipal Code §160.03; AND,
WHEREAS, the Planning & Zoning Commission recommended the extension be approved
during the meeting of June 10, 2025; AND,
WHEREAS, the Site Plan for New Horizon Academy remains in general conformance with
§160 – Site and Building Development Standards of the Waukee Municipal Code;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa
in session this 16th day of June 2025, that a one-year extension for the site plan for New
Horizon Academy is approved.

BACKGROUND
The subject property received site plan approval by City Council on June 17, 2024. The approved site
plan includes a 12,600 square foot building for a daycare. The site also includes an outdoor playground
area to be fenced in.
REQUEST
The subject property is located at 905 NW Douglas Parkway, north of NW Douglas Parkway and east
of NW 10th Street. New Horizon Academy, the applicant, requests an extension for their approved site
plan for another year. Nothing on the plans have changed.
STAFF RECOMMENDATION
At this time, staff would recommend approval of the extension for the approved site plan.

RE: New Horizon Academy - Site Plan Approval Extension (2308.573)
Dear Ms. DeBoer:
On behalf of New Horizon Academy, we respectfully request a one-year extension of the approved site plan for
the project located at 905 NW Douglas Parkway, which was originally approved by the City Council on Monday,
June 17, 2024. The current approval is set to expire, and this extension would allow additional time to proceed
with construction.
Due to prevailing market conditions, New Horizon Academy has not yet been able to commence construction in
accordance with the approved timeline. However, New Horizon remains fully committed to the successful
completion of this project and intends to move forward as soon as conditions permit.
We respectfully ask the City to consider granting this extension. Please feel free to contact our office should you
have any questions or require additional information.
