AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Torstenson
Subdivision Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Ted and Tammy Torstenson are requesting approval of a
final plat for a 5.65-acre single-family residential subdivision. The plat
identifies two (2) lots and one (1) outlot. The property is zoned R-1 (Single-
Family Residential). All lots meet or exceed the minimum requirements of the
R-1 district. The existing home will remain on the proposed Lot 2. Outlot Z
will be tied to Lot 2. There are no public improvements associated with this
plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on September 24, 2024
and recommended approval:
Approval of a Final Plat for Torstenson Subdivision Plat 1
Melissa DeBoer, Planning Coordinator, introduced the request for a preliminary plat, site plan, and
final plat for a single-family residential development, as requested by Ted Torstenson, represented by
Jared Murray, of Civil Design Advantage.
The property is generally located north of Indian Ridge Drive and east of 6th Street, containing
approximately 5.66 acres. The subject property is currently one lot. The property is in the process of
being rezoned from A-1, Agricultural District, to R-1, Single Family Residential District to allow the
property to be split into two lots. The existing house will remain on one lot, and the other lot will be a
new lot for single family residential development.
The preliminary plat and final plat identify two lots. Lot 1 is proposed to be 2.11-acres and Lot 2 is
proposed to be 1.72-acres and will contain the existing house. The plat also includes an outlot for the
areas within the floodplain. This outlot is 0.54-acres and will be tied to Lot 2. No new streets are
proposed with this plat. The existing access to Lot 2 from 6th Street will remain. A new driveway will
be paved for Lot 1 from 6th Street. No sidewalks are required to be extended as part of the
improvements for these lots as there are no existing sidewalks in this area. Public water services and
sanitary sewer services will serve the lots. Storm water will be managed with private storm sewer,
with private detention easements to be privately owned and maintained.
Staff recommends approval of the preliminary plat, final plat and site plan for Torstenson Subdivision,
subject to remaining staff comments and review of legal documents.
Discussion as follows:

• General discussion of driveway location and the need for a separate driveway due to
topography/grading preventing a shared driveway
• General discussion of the size of lots and confirmation that the existing lot retains the outlot
Motion by Commissioner Broderick for approval of a Final Plat Plan for the Torstenson Subdivision,
seconded by Commissioner Bankole. Ayes: Broderick, Koelker, Beenken, Lohse, and Bankole.
Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR TORSTENSON SUBDIVISION PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, TED & TAMMY TORSTENSON FAMILY TRUST UNDER TRUST AGREEMENT
DATED AUGUST 11, 2016, have requested final plat approval of Torstenson Subdivision Plat 1 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 24, 2024, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Torstenson Subdivision Plat 1 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
16th day of June, 2025, that the Final Plat for Torstenson Subdivision Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Trustees Warranty Deed (Street Lot A);
2. Declaration of Private Easements; and
3. Record of Lot Tie
