AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat,
construction drawings, final plat, and site plan for Commonwealth Place
Plat 1
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
construction drawings, final plat, and site plan for a townhome residential
development, located north of Locust Street and west of 11th Street, containing
17.16-acres.
The project includes the construction of 117 detached townhome units. The
applicant has indicated the units are to be owner-occupied. All units are
planned to be 3-bedroom and 1,050 square feet in area. All buildings will be
two-story and include a two-car attached garage.
The preliminary plat identifies 117 lots for townhome development. The
preliminary plat also shows an extension of Maple Street, a public street, and
extensions of public utilities. The site plan includes several private streets and
private utilities.
The final plat identifies the 117 townhome lots, two street lots for Maple
Street, an outlot for stormwater detention, and an outlot for future commercial
development located north of Maple Street.
Two accesses will be provided into the townhome development from the
adjacent public streets.
A total of 234 parking spaces are required for this project and a total of 234
spaces are provided.
All units will be serviced with private utilities. Storm water detention will be
provided with a pond in the northeast corner of the townhome development.
The pond will be privately owned and maintained by a homeowner’s
association.
A minimum of 20% of the site is required to be open space, they are providing
52%. The required amount of plantings are being provided, including a
landscape buffer along the south side of the site and a landscape buffer along
Maple Street for the units backing Maple Street.
The elevations of the buildings will be constructed of mostly lap siding, board
and batten, and stone. Several color schemes have been provided to provide
differentiation between the buildings.

FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, final plat, and site plan request at their
meeting on March 25, 2025, and recommended approval:
Approval of a Preliminary Plat, Final Plat and Site Plan for Commonwealth Place Plat 1
Elizabeth Cramblet, City Planner, introduced the request for approval of a preliminary plat, final plat
and site plan for a multi-family townhome development, as requested by Cross Country Estates LLC,
represented by Josh Trygstad of Civil Design Advantage.
The property is generally located north of Locust Street, west of 11th Street and south of W. Hickman
Road, containing approximately 17.16-acres. The property was zoned R-4 in 2024, as part of
Commonwealth Place rezoning. The final plat and site plan identify a total of 117 lots that are intended
for a townhome development. The lots will be developed in one phase. All proposed lots meet or
exceed the minimum requirements of the R-4 zoning district.
A total of 234 parking spaces are required with one visitor space for every 5 units. The site plan
identifies that 234 garage and 234 driveway spaces are provided including 28 visitor spaces with 3
accessible spaces. All units will be accessed by a series of private internal streets. The development
will be accessed from two locations from 11th Street. Sidewalks will be provided internally to the site
to provide pedestrian access. All units will be serviced by private utilities extended through the
development. Stormwater detention will be provided in a pond in the northeast corner of the site
(Outlot Y Lot). The homeowner’s association will be responsible for the maintenance of the pond and
private utilities. Garbage and recycling services will be provided for each unit.
All proposed easements have been indicated on the final plat. All utilities are to be privately owned
and maintained. Landscape buffers will be installed along the north and south sides of the
development. Parkland dedication requirements will apply to the project because of its residential
nature. The required amount of parkland is 1.71-acres based upon the proposed number of residential
units shown. The applicant intends to satisfy the parkland dedication requirement with a fee in lieu of
land dedication. A future neighborhood park, Spring Crest Park, will be located nearby, to the south of
this project. Elevations of the various unit styles have been provided. The proposed units meet the
requirements of the Site Plan Ordinance. Proposed materials include lap siding, board and batten, and
stone. Several color schemes have been provided to provide differentiation between the buildings.
All proposed lots and units meet the minimum requirements of the Zoning Ordinance; the final plat is
in general conformance with the Subdivision Ordinance, and the proposed land use of the property is
consistent with the Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat
and site plan for Commonwealth Place subject to remaining staff comments and review of the legal
documents.
Discussion as follows:
• General discussion of parking spaces, to include visitor parking locations and verification of
the number of spaces and confirming they are both garage and driveway spaces
• Discussion of the number of driveways; Melissa confirmed the number of units with
driveways off of the public street were limited, with the majority of the driveways located off
of the private streets
• Discussion of future planned use for the northeast portion of the area, confirmed by Josh
Trygstad of Civil Design Advantage that this portion will be used for a future detention basin
• Discussion of makeup of the units; Josh Trygstad confirmed that there will be a mix of three-
and four-bedroom units
Motion by Commissioner Tuel for approval of a Preliminary Plat for Commonwealth Place, seconded
by Commissioner Bankole. Ayes: Broderick, Streit, Bankole, Beenken, Lohse, and Tuel. Nays:
None. Motion carried.
Motion by Commissioner Bankole for approval of a Final Plat for Commonwealth Place Plat I,
seconded by Commissioner Broderick. Ayes: Broderick, Streit, Bankole, Beenken, Lohse, and Tuel.
Nays: None. Motion carried.
Motion by Commissioner Lohse for Approval of a Site Plan for Commonwealth Place, seconded by
Commissioner Tuel. Ayes: Broderick, Streit, Bankole, Beenken, Lohse, and Tuel. Nays: None.
Motion carried.

section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, construction drawings have been submitted to the City for Commonwealth Place;
AND,
WHEREAS, the construction drawings have been reviewed by the City Engineer and City staff,
and are found to be in general conformance with section §177 – Subdivision Regulations –
Design Standards of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 16th day of June, 2025, that the Construction Drawings for Commonwealth Place be
approved subject to remaining comments.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, CROSS COUNTRY ESTATES LLC and HOPE K FARMS LLC has requested final plat
approval of Commonwealth Place Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 25, 2025, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Commonwealth Place Plat 1 and the documents relating thereto will
comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
16th day of June, 2025, that the Final Plat for Commonwealth Place Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
