AGENDA ITEM: Consideration of approval of resolution approving a site plan for Apple Inc.
Project Morgan – WKE.SITE (2995 W Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a
fitout of the existing data center, plus an addition to the existing parking lot,
located north of Hickman Road and east of NW 30th Street, containing
approximately 634-acres.
The project includes the addition of 52 parking spaces, including 4 EV
charging station spaces and 3 accessible spaces. The site plan also shows
additional sidewalks to provide pedestrian connectivity from the proposed
parking areas to the existing parking areas and building.
No exterior changes are proposed to the existing building. Mechanical units
are proposed to the north of the existing building, similar to the mechanical
units that exist to the south of the existing building.
Several plantings will be provided with the addition of the parking lot spaces,
within the parking lot islands and surrounding the driveway.
No other changes are proposed to the elevations of the existing building. The
existing building is mostly composed of architectural precast concrete panels
and metal wall panels.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on June 24, 2025, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a fitout of
the existing data center, plus an addition to the existing parking lot, as requested by Apple Inc.,
represented by Ryan Hardisty of Civil Design Advantage.
The property is generally located north of Hickman Road and east of NW 30th Street, containing
approximately 634 acres. The Planning and Zoning Commission and City Council reviewed and
approved a site plan for the existing data center building in April 2022. The applicant now requests
approval of a site plan to add to the original parking lot for the data center building and to add
mechanical equipment related to the data center to the north side of the building.
The site plan identifies the addition of 52 parking spaces, including 4 EV Charging station spaces and

Discussion as follows:
• General discussion of screening
• Ryan Hardisty of CDA confirmed that part of Phase 1 of this project addressed code
requirements of a buffer with a berm
• Ryan also spoke on the location of this project, which is considered the interior of a site and
air flow is a concern for equipment and that screens impede air flow
Motion by Commissioner Lohse for approval of a site plan for Apple Inc. Project Morgan –
WKE.SITE (2995 W Hickman Road), seconded by Commissioner Tuel. Ayes: Broderick, Bankole,
Beenken, Lohse, and Tuel. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan for Apple Inc.
Project Morgan – WKE.SITE subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Apple Inc. Project Morgan – WKE.SITE, subject to remaining staff comments
on June 24, 2025; AND,
WHEREAS, the Site Plan for Apple Inc. Project Morgan – WKE.SITE is in general
conformance with §160 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Site Plan for Apple Inc. Project Morgan – WKE.SITE is in general
conformance with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal
Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 7th day of July, 2025, that the Site Plan for Apple Inc. Project Morgan – WKE.SITE is
approved subject to remaining staff comments.

HISTORY
The subject property is located north of Hickman Road and between NW 20th Street and NW 30th Street. The Planning
and Zoning Commission and City Council reviewed and approved a site plan for the existing data center building in April
2022. The applicant now requests approval of a site plan to add on to the original parking lot for the data center building
and to add mechanical equipment related to the data center building to the north side of the building.
PROJECT DESCRIPTION
The site plan identifies the addition of 52 parking spaces, including 4 EV Charging station spaces and 3 accessible spaces.
The site plan also shows additional sidewalks to provide pedestrian connectivity from the proposed parking areas to the
existing parking areas and building.
