Project Morgan – WKE.92 Campus Enhancements (2995 W Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a
laydown structure, storm shelter, completion of fencing, and a patrol road for
security around the exterior fence, located north of Hickman Road and east of
NW 30th Street, containing approximately 634-acres.
The project includes the addition of a permanent laydown structure for the
purpose of storing construction materials and equipment. The laydown
structure will be located centrally to the site, near the existing maintenance
building.
The site plan also includes a storm shelter building that is 220 square feet in
area. This will be located near the existing guard shack at the main entrance to
the site off of NW 30th Street.
The site plan also includes completion of fencing and a security path around
the exterior of the site. The fence will match the existing fence, which is 8-ft
tall, black, vinyl-coated chain link.
No changes are proposed to existing accesses or parking. Utilities have
already been provided to the site. No changes are proposed to landscaping.
Both proposed buildings will be composed of steel.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on June 24, 2025, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a
laydown structure, storm shelter, completion of fencing and a patrol road for security around the
exterior fence, as requested by Apple Inc., represented by Ryan Hardisty of Civil Design Advantage.
The subject property is located north of Hickman Road and between NW 20th Street and NW 30th
Street and a site plan was reviewed and approved in 2022. The applicant now requests approval of a
site plan to add a laydown structure for the purpose of storing materials and a storm shelter for the
guard shack at the main entrance from NW 30th Street.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Apple Inc. Project Morgan – WKE.92 Campus Enhancements, subject to
remaining staff comments on June 24, 2025; AND,
WHEREAS, the Site Plan for Apple Inc. Project Morgan – WKE.92 Campus Enhancements is
in general conformance with §160 – Site and Building Development Standards Ordinance of the
Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Apple Inc. Project Morgan – WKE.92 Campus Enhancements is
in general conformance with §161 – Landscaping and Open Space Ordinance of the Waukee
Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 7th day of July, 2025, that the Site Plan for Apple Inc. Project Morgan – WKE.92 Campus
Enhancements is approved subject to remaining staff comments.

HISTORY

2022. The applicant now requests approval of a site plan to add a laydown structure for the purpose of storing materials
and a storm shelter for the guard shack at the main entrance off of NW 30th Street.
