AGENDA ITEM: Consideration of approval of resolution approving a site plan for Apple Inc.
Project Morgan – WKE.94 (2995 W Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a
site logistics building, located north of Hickman Road and east of NW 30th
Street, containing approximately 634-acres.
The project includes the addition of a logistics building that is just under
20,000 square feet in area and about 23 feet in height. The proposed building
will be located just north of the existing logistics buildings located at the west
side of the site. The intention is that this building will be a long-term,
temporary building.
The site plan also includes a parking lot for the proposed building. The
parking lot includes additional parking stalls and a loading dock area.
No changes are proposed to the existing accesses. The site plan includes an
additional 12 parking spaces.
Utilities have already been provided to the site and will be extended to serve
the proposed building.
Landscaping and open space requirements are being met.
The building elevations are proposed to be constructed mostly of prefab metal
panels and stone. The building consists of overhead doors and a loading dock
on the east elevation of the building.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the site plan request at their meeting on June 24, 2025, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a site plan for a site
logistics building, as requested by Apple, Inc., represented by Ryan Hardisty, of Civil Design
Advantage.
The subject property is located north of Hickman Road and between NW 20th Street and NW 30th
Street and a site plan was reviewed and approved in 2022. The applicant now requests approval of a
site plan to add a second logistics building to the north of the existing logistics building.

The site plan identifies the addition of a logistics building that is just under 20,000 square feet in area,
and approximately 23 feet in height. The proposed building will be located just north of the existing

proposed building will be constructed mostly of prefab metal panels and stone, with overhead doors
and a loading dock on the east elevation of the building.
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval of the site plan for Apple Inc.
Project Morgan – WKE.94 subject to remaining staff comments.
Discussion as follows:
• Ryan Hardisty of CDA, explained the term “long-term temporary” building, describing it as a
next phase of construction, essentially replacing job trailers, complies with zoning, and
functions as a staging area with potential repurposing later
• When asked, Ryan could not provide the planned number of data centers at this location due to
the confidential nature of the project with their client but confirmed “multiple”
Motion by Commissioner Tuel for approval of a Site Plan for Apple Inc. Project Morgan – Wke.94
(2995 W Hickman Road), seconded by Commissioner Broderick. Ayes: Broderick, Bankole,
Beenken, Lohse, and Tuel. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan for Apple Inc.
Project Morgan – WKE.94 subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Apple Inc. Project Morgan – WKE.94, subject to remaining staff comments on
June 24, 2025; AND,
WHEREAS, the Site Plan for Apple Inc. Project Morgan – WKE.94 is in general conformance
with §160 – Site and Building Development Standards Ordinance of the Waukee Municipal
Code; AND,
WHEREAS, the Site Plan for Apple Inc. Project Morgan – WKE.94 is in general conformance
with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 7th day of July, 2025, that the Site Plan for Apple Inc. Project Morgan – WKE.94 is
approved subject to remaining staff comments.

HISTORY
The subject property is located north of Hickman Road and east of NW 30th Street. The Planning and Zoning
Commission and City Council reviewed and approved a site plan for the existing logistics building in May 2022. The
applicant now requests approval of a site plan to add a second logistics building to the north of the existing logistics
building.
PROJECT DESCRIPTION
The site plan identifies the addition of a logistics building that is just under 20,000 square feet in area about 23 feet in
height. The proposed building will be located just north of the existing logistics building located at the west side of the
site. The intention is that this building will be a long-term, temporary building.
The site plan also includes a parking lot for the proposed building. The parking lot includes additional parking stalls and a
loading dock area.
ACCESS & PARKING
No changes to the existing accesses are proposed.
The site plan includes an additional 12 parking spaces.
UTILITIES
Utilities have already been provided to the site and will be extended to the proposed building.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 31%.
