AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat, final
plat, and site plan for Waukee HeadStart
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat,
final plat, and site plan for redevelopment of the HeadStart site, located at the
northwest corner of Ashworth Drive and 4th Street, containing 0.70-acres.
The project includes the demolition of the existing building and the
construction of a new single-story building for Waukee HeadStart. The
proposed building is just under 9,000 square feet in area and approximately
18.5-feet in height. The site will include an outdoor, fenced-in playground
area located to the west of the proposed building.
A monument sign is proposed at the southeast corner of the site and a trash
enclosure is proposed just to the east of the building.
The final plat will combine what currently exists as 12 lots into one, single lot.
The proposed lot is 0.70-acres in area.
The property can be accessed off of Ashworth Drive and 4th Street. There will
be one way in and one way out.
The parking requirements are being met through both the on-site parking lot
and the on-street parking stalls.
All public utilities are provided to the site. Stormwater management will be
provided in on-site basins.
A minimum of 20% of the site is required to be open space, they are providing
46%. The required amount of plantings are being provided.
The elevations of the building will be constructed of mostly brick, aluminum
composite wall panels, cement board panels, storefront system and metal roof.
The trash enclosure will be constructed of block to match the building design.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat, final plat, and site plan request at their
meeting on June 24, 2025, and recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat, site
plan and final plat for redevelopment of the HeadStart site, as requested by Community Opportunities,
Inc., represented by David Bentz of Bishop Engineering.
The property is located within the Downtown Corridor. Waukee HeadStart currently runs out of the
existing building on-site. The existing building is approximately 2,200 square feet and will be
demolished. The proposed new building will be approximately 9,000 square feet.
The project includes demolition of the existing building and the construction of a new single-story
building for Waukee HeadStart. The proposed building is just under 9,000 square feet in area and
approximately 18.5 feet in height. The site will include an outdoor, fenced-in playground area located
to the west of the proposed building. A monument sign is proposed at the southeast corner of the site,
and a trash enclosure is proposed just to the east of the building. The project also includes a final plat
which will combine what currently exists as 12 lots into one, single lot. The proposed lot is 0.70-acres
in area.
The property can be accessed from Ashworth Drive and 4th Street. There will be one way in and one
way out. A new sidewalk will be constructed adjacent to the site along Ashworth Drive. The
proposed sidewalk will be 6-ft wide adjacent to the on-street parking stalls on Ashworth Drive and 5-ft
wide in other areas. Internal sidewalks will be provided around the building, playground, and parking
lot areas to provide pedestrian access across the site. Thirteen (13) parking spaces will be provided
within the parking lot located onsite and twenty (20) parking spaces will be provided along the public
street to the south of the site. Parking requirements are being met.
All public utilities are provided to the site. Stormwater management will be provided in onsite basins.
The final plat includes easements for the stormwater management facilities located at both the
southeast corner and most of the south side of the site.
Elevations of the building will be constructed of mostly brick, aluminum composite wall panels,
cement board panels, storefront system, and metal roof. The trash enclosure will be constructed of
block to match the building design with a composite decking gate. The proposed elevations comply
with the Site Plan Ordinance as well as the Downtown Design Guidelines.
The preliminary plat/site plan and final plat are in general conformance with the Zoning Ordinance,
Subdivision Ordinance, Site Plan Ordinance, Downtown Design Guidelines, and Comprehensive Plan.
Staff recommends approval of the preliminary plat/site plan and final plat for Waukee HeadStart
subject to any remaining staff comments and review of legal documents.
Discussion as follows:
• General discussion of landscape plans which accommodate overhead power lines in the area
• Discussion of stormwater basin locations as it relates to child safety; confirmation that
playground areas are completely fenced and clarification that stormwater areas are not
required to be fenced
• General discussion of drop-off times and procedures; staff noted that HeadStart worked
extensively with the school district to streamline the process
Motion by Commissioner Lohse for approval of a Preliminary Plat for Waukee HeadStart, seconded
by Commissioner Broderick. Ayes: Broderick, Bankole, Beenken, Lohse, and Tuel. Nays: None.
Motion carried.
Motion by Commissioner Broderick for approval of a Final Plat for Waukee HeadStart, seconded by
Commissioner Bankole. Ayes: Broderick, Bankole, Beenken, Lohse, and Tuel. Nays: None. Motion
carried.

Commissioner Tuel. Ayes: Broderick, Bankole, Beenken, Lohse, and Tuel. Nays: None. Motion

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, COMMUNITY OPPORTUNITIES, INC has requested final plat approval of Waukee
HeadStart (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on June 24, 2025, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Waukee HeadStart and the documents relating thereto will comply with
section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
7th day of July, 2025, that the Final Plat for Waukee HeadStart be and the same is hereby accepted and
approved by the City Council of the City of Waukee.

6.BISHOP ENGINEERING SHALL NOT BE LIABLE FOR ANY INJURIES THAT HAPPEN ON SITE. THIS SHALL INCLUDE BUT NOT BE LIMITED TO TRENCH COLLAPSES FROM
VARYING SOIL CONDITIONS OR INJURIES CAUSED BY UNDERGROUND UTILITIES INCLUDING UTILITIES THAT ARE NOT SHOWN ON PLAN.
7.THE CONTRACTOR IS LIABLE FOR ALL DAMAGES TO PUBLIC OR PRIVATE PROPERTY CAUSED BY THEIR ACTION OR INACTION IN PROVIDING FOR STORM WATER FLOW
DURING CONSTRUCTION. DO NOT RESTRICT FLOWS IN EXISTING DRAINAGE CHANNELS, STORM SEWER, OR FACILITIES.
8.THE CONTRACTOR SHALL SUBMIT TO THE ENGINEER A SCHEDULE FOR PERFORMANCE OF WORK ITEMS. THIS SCHEDULE SHALL BE PROVIDED BY THE CONTRACTOR AT
THE PROJECT PRECONSTRUCTION CONFERENCE. NO WORK SHALL BEGIN UNTIL A SCHEDULE HAS BEEN SUBMITTED AND ACCEPTED. THE CONTRACTOR SHALL THEN
PERFORM WORK TO CONFORM TO THE ACCEPTED SCHEDULE.
9.LABORATORY TESTS SHALL BE PERFORMED BY THE OWNER UNLESS OTHERWISE NOTED. THE CONTRACTOR SHALL PROVIDE SAMPLES OF MATERIAL REQUIRED FOR
LABORATORY TESTS AND TESTING IN ACCORDANCE WITH THE URBAN STANDARD SPECIFICATIONS FOR PUBLIC IMPROVEMENTS.
10.SOIL IMPORT OR EXPORT ON THIS PROJECT SHALL BE CONSIDERED INCIDENTAL AND WILL NOT BE MEASURED OR PAID FOR SEPARATELY.

14.THE CONTRACTOR IS RESPONSIBLE FOR THE PROMPT REMOVAL OF ALL MUD THAT HAS BEEN TRACKED OR WASHED UNTO ADJACENT PROPERTY OR RIGHT OF WAY
UNTIL SUCH TIME THAT PERMANENT VEGETATION HAS BEEN ESTABLISHED.

WATERMAIN WITH 18" OF COMPACTED LOW PERMEABILITY SOIL BETWEEN THE UTILITIES WITHIN 10' OF THE CROSSING.
9.MANDREL AND PRESSURE TESTS SHALL BE REQUIRED FOR ALL PROPOSED SANITARY LINES. TELEVISING OF THE SANITARY SEWER SYSTEM SHALL BE COMPLETED
PRIOR TO PAVING UNLESS OTHERWISE APPROVED BY JURISDICTION.
10.WATERMAINS SHALL BE C-900. SIZE OF WATERMAIN AS SHOWN ON PLANS.
11.THRUST BLOCKS SHALL BE INSTALLED AS REQUIRED AND SHALL BE CONSIDERED INCIDENTAL TO WATERMAIN CONSTRUCTION.
12.PROPOSED WATERMAIN SHALL BE PRESSURE TESTED, BACTERIA TESTED AND CHLORINATED. THE FILLING OF THE WATER MAIN SHALL BE DONE BY THE CITY OF
WAUKEE.
13.TRACER WIRE SHALL BE ADDED TO ALL WATER MAIN, AND BROUGHT TO THE SURFACE AT EVERY HYDRANT.
14.ALL HYDRANTS WILL IMMEDIATELY BE COVERED WITH A BLACK PLASTIC BAG (OR EQUIVALENT) ONCE THE HYDRANT IS INSTALLED. THE CITY OF WAUKEE WILL NOTIFY
