AGENDA ITEM:Consideration of approval of a motion approving Change Order No. 3 to
Elder Corporation for the University Avenue Area Improvements –
Phase 1 Project in the amount of $68,221.32.
FORMAT:Consent
SYNOPSIS INCLUDING PRO & CON: Change Order No.3 is for modified subbase for
underpass backfill, modified subbase for driveway pavement, and underpass over excavation and
rock backfill due to poor soil conditions.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The net result of this
Change Order increases the contract price in the amount of $68,221.32

University Avenue Area Improvements - Phase 1
Dear Mr. Koester:
Please find attached Change Order #3 for the University Avenue Area Improvements - Phase 1 project.
The change order includes the following items:
• Modified Subbase Underpass Backfill
• Modified Subbase for Driveway Pavement
• Underpass Overexcavation and Rock Backfill
Granular backfill for the pedestrian underpasses between the top of tunnel footings and bottom of
shared use path pavement is being removed from the project and replaced with the addition of modified
subbase material to provide a more uniform working surface for construction of the shared use path
pavement.
Modified subbase material measured by ton is added to be used as needed for repair of ruts in
standard-depth modified subbase (measured by square yard) placed on Univers ity Avenue and used as
temporary truck access to Waukee Public Works Building prior to PCC paving.
Overexcavation is added at the base of the 10th Street pedestrian underpass to remove unsuitable soil
material encountered during excavation, as identified by the geotechnical engineer. The overexcavated
area is to be backfilled with 3-inch clean rock material to establish the necessary subbase suitable for
construction of the pedestrian underpass structure.
We have reviewed the change order items and unit prices, and both are in line with anticipated
amounts. If City staff concurs with this change, we recommend the City of Waukee approve this change
order in the amount of $68,221.32 to the construction contract for the University Avenue Area
Improvements - Phase 1 with Elder Corporation of Des Moines, IA.
