AGENDA ITEM: Consideration of approval of resolutions approving a preliminary plat and
construction drawings for Kettlestone Lakes Plats 2 and 3
FORMAT: Resolutions
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat
and construction drawings for commercial development, located south of
Ashworth Road and west of Grand Prairie Parkway, containing 38.66-acres.
The preliminary plat identifies a total of 6 outlots (Outlots U-Z) which are
intended for future commercial development. Outlot Z is for a future detention
pond that will sit next to an existing detention pond. The outlots range in size
from 1.13-acres to 12.83 acres in area. All lots meet or exceed the minimum
requirements of the K-RR zoning district.
As part of the improvements associated with these plats, extensions will be
made to SE Kettlestone Boulevard and Florence Drive. Additional right -of-
way will be obtained for Ashworth Road for future improvements. An existing
10-foot trail along the north side of SE Kettlestone Boulevard will be
extended to Florence Drive. Street trees will be provided along the public
streets.
Public utilities will be extended throughout the plat. The intent is for the City
to own and maintain the pond located within Outlot Z as part of the regional
stormwater system within the Kettlestone Corridor.
All proposed easements have been indicated on the preliminary plat. 25-foot
landscape buffers will be required along the west sides of Outlots U, V, and
W.
The subject property is within the Kettlestone Corridor and was included
within the 2015 master plan for the corridor. The land uses shown within the
Kettlestone Master Plan for the subject property are Retail Regional and
Mixed Use. The proposed preliminary plat is consistent with the Kettlestone
Master Plan.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the preliminary plat at their meeting on July 8, 2025, and
recommended approval:

Melissa DeBoer, Planning Coordinator, introduced the request for approval of a preliminary plat for
commercial development, as requested by Kettlestone Lakes, LLC, represented by Erin Ollendike, of
Civil Design Advantage.
The property is generally located south of Ashworth Road and west of Grand Prairie Parkway,
containing approximately 38.66 acres. The subject property was recently rezoned from A -1
(Agricultural District) to K-RR (Kettlestone Retail Regional District). The property is vacant,
undeveloped land. The preliminary plat identifies a total of 6 outlots (Outlots U-Z) which are intended

Discussion as follows:
• General discussion of potential uses for the area; Andy Kass confirmed that at one time, there
was interest in a hotel/convention center but currently there were no plans for that.
Motion by Commissioner Broderick for approval of a Preliminary Plat for Kettlestone Lakes Plats 2 &
3, seconded by Commissioner Bankole. Ayes: Broderick, Streit, Bankole, Beenken, and Lohse.
Recusal: Tuel. Nays: None. Motion carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the preliminary plat for
Kettlestone Lakes Plats 2 & 3 subject to remaining staff comments.
RECOMMENDATION: Approve the resolutions.

WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Kettlestone Lakes Plats 2 & 3 on July 8, 2025; AND,
WHEREAS, the Preliminary Plat for Kettlestone Lakes Plats 2 & 3 is in general conformance
with section §176 - Subdivision Regulations of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 4th day of August 2025, that the Preliminary Plat for Kettlestone Lakes Plats 2 & 3 be
approved subject to remaining staff comments.
