HomeMy WebLinkAbout2025-08-11 D01A-C Interstate Crossing_Final Plat, Construction Drawings, Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 11, 2025 AGENDA ITEM: Consideration of approval of resolutions approving Construction Drawings for Interstate Crossing, Final Plat for Interstate Crossing, and Site Plan for Lot 1, Interstate Crossing (555 Interstate Parkway) FORMAT: Resolutions SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of construction drawings, a final plat, and site plan for a commercial development, located in the northwest corner where Interstate Parkway and Ute Avenue intersect, containing 1.8-acres. The project includes the construction of one single-story building with up to 10 tenant spaces for a flex use warehouse building. The building is 16,200 square feet in area and 25’-8” in height. The proposed project includes a final plat to combine two parcels into 1 lot for this commercial development. Access to the proposed site is off Interstate Parkway. Parking for the site is located south of the building facing Interstate Parkway. A total of 25 parking spaces are required for the proposed use and building. The site plan shows 48 parking stalls are being provided with two accessible spaces. A five-foot wide sidewalk will extend an existing sidewalk located in the southwest corner of the site and extend easterly along the front of the site north of Interstate Parkway. Public utilities for this site will include water and sanitary sewer. All other utilities will be private. There will be a short extension of public water main and sanitary sewer to the north side of the plat. Storm water detention will be provided in an above ground detention pond with two bioswales located in the southwest corner of the site, which will be privately owned and maintained. A minimum of 15% of the site is required to be open space, they are providing 41%. The required amount of plantings are being provided throughout the site in compliance with the Landscape and Open Space Ordinance. The elevations of the buildings will be constructed of painted Hardie and metal panels with steel doors along the rear. Additional materials include stone and brick accents and storefront glazing. The trash enclosure will be constructed of brick walls and steel gates to match the building. D1A-C A photometric plan was submitted and found to comply with the requirements of the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the final plat and site plan request at their meeting on June 24, 2025, and recommended approval: Approval of a Final Plat for Interstate Crossing and Site Plan for Lot I, Interstate Crossing (555 Interstate Parkway) Elizabeth Cramblet, City Planner, introduced the request for approval of a site plan and final plat for a commercial building with 10 tenant spaces, as requested by Robin Sobatka/Paramount Land Company, represented by Lance Burke of Pelds Design Services. The property is generally located north of Interstate Parkway and west of Ute Avenue. The site currently includes two parcels. Both parcels were recently rezoned to M-I (Light Industrial). The south parcel is a platted lot within the I-80 West Industrial Park Plat. The north parcel is an unplatted parcel. The applicant wishes to combine these two lots into one lot, to allow for the use of a flex use warehouse building. The project includes construction of a single-story building that will include up to 10 tenant spaces for use as a flex use warehouse building. The building is 16,200 square feet in area and 25-foot 8-inches in height. A trash enclosure is provided at the west side of the site next to the building. A five-foot wide sidewalk will extend from an existing sidewalk located in the southwest corner of the site and extend easterly along the front of the site north of Interstate Parkway. A connecting walkway will extend from this new sidewalk to the parking lot on the east side of the proposed driveway. This walkway will connect to the front of the building where entrances will be located. Public utilities for this site will include water and sanitary sewer. All other utilities will be private. Storm water detention will be provided in an above ground retention pond with two bioswales located in the southwest corner of the site, which will be privately owned and maintained. Staff recommends approval of the Final Plat for Interstate Crossing and Site Plan for Lot I, Interstate Crossing subject to any remaining staff comments, and review of legal documents. Discussion as follows: • Request for clarification on why the photometric plan has not been submitted; Andy confirmed the effort to keep the project moving forward and take advantage of upcoming council meeting dates, but also confirmed this item will not be presented to City Council until the lighting plan has been submitted and approved Motion by Commissioner Bankole for approval of a Final Plat for Interstate Crossing, seconded by Commissioner Lohse. Ayes: Broderick, Bankole, Beenken, Lohse, and Tuel. Nays: None. Motion carried.
